Job Summary

This is a National Guard Title 32 Excepted Service Position. The Administrative Officer will be responsible for ensuring internal systems and procedures meet the requirements of balancing costs, benefits, productivity, efficiency, and effectiveness.

Key Responsibilities
  1. Ensure internal systems and procedures meet the requirements of balancing costs, benefits, productivity, efficiency, and effectiveness.
  2. Accomplish or assign actions/staff work to subject matter experts/functional proponents as appropriate based on knowledge of organizational responsibilities, familiarity with subject matter, and broad guidance from the command group.
  3. Provide sound research, analysis, advisory, and consultation to the Command team; recommend improvements in the formulation and application of policies and procedures.
  4. Address Freedom of Information Act (FOIA) initiatives, legislative activities, and responses to congressional inquiries.
  5. Support the organization through the development and oversight of the knowledge management program.
  6. Act as an intermediary to resolve significant or controversial issues, problems, and disagreements that are referred to Commander.
  7. Direct the management of a myriad of unique, atypical, and unrelated problems.
  8. Initiate, plan, direct, and/or participate in special studies and projects in areas such as resource utilization, personnel management, logistical support, knowledge management, readiness programs, etc.
  9. Research, review, and analyze processes and procedures to determine the overall applicability, effectiveness, efficiency, and productivity of activities and programs.
  10. Develop final reports and briefings, make recommendations that impact high-level decision making, and increase efficiency.
  11. Direct and oversee actions required to implement procedural changes, conduct in-process efficiency reviews, participate in site visits, complete after-action reports, maintain historical data, and ensure documented evidence is provided to support cost savings without compromising required standards of readiness, accuracy, effectiveness, and/or safety.
  12. Provide expertise, guide teams, or independently conduct process improvement studies, impacting future organizational effectiveness and efficiency in support of all areas of Wing management.
  13. Represent the Wing in meetings with congressional, state, and local officials, special interest, and business group spokespersons to market and advertise ANG programs, activities, and requirements to gain support for ANG missions.
  14. Attend community functions and serve as a protocol specialist, spokesperson to create public interest in ANG programs.
  15. Provide oversight, coordination, and collaboration as it pertains to protocol functions.
  16. Implement, direct, and coordinate executive functions, services, and activities.
  17. Represent the commander in interaction with other agencies; market, publicize, and distribute information as it pertains to unit programs, initiatives, community events, open house, and special projects.
  18. Plan and execute special programs and projects relative to visits of dignitaries, conferences, briefings, etc.
  19. Develop briefing material, technical and non-technical correspondence from input provided by leadership.
  20. Research information, compose narrative, and prepare documents, charts, graphs, slides, executive summaries, and other narrative to support the specific visit.
  21. Remain current on all unit activities and special projects to collaborate with Wing leadership.
  22. Collaborate and consult with Wing Public Affairs Officer (PAO), draft, develop, and finalize narrative, prepare and coordinate news releases with State JFHQ to support communication with local media, high-ranking public officials, corporate leadership, civic groups, other reserve components, Air Force, Army, National Guard Bureau (NGB), and respective headquarters staff representatives.
  23. Provide the full scope of supervision to subordinates assigned to Wing Public Affairs.
  24. Assign work to subordinates based on priorities, difficulty of assignments, and the capabilities of employees.
  25. Provide technical and administrative oversight.
  26. Develop performance plans, counsel, and rate employees.
  27. Review position descriptions, facilitate requests for all personnel actions, interview candidates for subordinate positions, and recommend hiring, promotions, or reassignments.
  28. Take disciplinary measures, such as warnings and reprimands.
  29. Identify developmental and training needs of employees and provide and/or arrange for needed development and training.
Requirements
  • Military Grades: O-4/MAJ - O-5/LT COL
  • Specialized Experience: GS year specialized experience equivalent to at least the next lower grade level of GS-11.
  • Must have experience, education, or training using quantitative and qualitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical programs.
  • Experience developing the mission and work processes of programs throughout the military organization and multi-level agencies.
  • Experience in analytical and investigative techniques.
  • Experience participating with management to address and resolve issues, as well as providing recommendations for correcting or improving the organization's overall program management, efficiency, and effectiveness.
Quality of Experience
