Community Outreach Specialist for Harm Reduction

Position Overview
The Community Outreach Specialist for Harm Reduction plays a vital role within the Bmore POWER initiative, collaborating with individuals who have firsthand experience with substance use. This position is dedicated to providing outreach, education, and advocacy in neighborhoods throughout Baltimore City that are significantly affected by substance use and overdose incidents. Both full-time and part-time opportunities are available, reporting directly to a designated Bmore POWER supervisor.

Key Responsibilities

  • Participate in both virtual and in-person meetings as necessary, including:
    • Mandatory - Weekly Bmore POWER All Staff meetings,
    • Mandatory - BHSB All Staff meetings, and
    • Optional but encouraged - BHSB Information Sharing meetings to enhance understanding of the organization’s broader mission.
  • Conduct outreach focused on harm reduction. During outreach activities:
    • Assist team members in setting up and dismantling outreach sites.
    • Adhere to all safety protocols and directives from Site Leaders, Outreach Coaches, and Bmore POWER Coordinators.
    • Report any concerns or issues to the Bmore POWER Supervision Team, ensuring a professional rapport with all team members during resolution.
    • Engage with the public in various settings, such as public transport hubs and shopping areas.
    • Educate individuals on overdose prevention, recognition, and response.
    • Provide information on additional harm reduction strategies, including safer injection and safer sex practices.
    • Distribute naloxone and other essential harm reduction supplies.
    • Guide individuals in accessing behavioral health services and resources, including making calls to the 988 hotline for appointments.
    • Collaborate with Outreach Coaches and Bmore POWER Coordinators to enhance the effectiveness of outreach efforts continuously.
  • Complete all necessary documentation on the same day as outreach activities, including naloxone distribution and resource connections.
  • Prepare harm reduction outreach kits as directed.
  • Represent BHSB and the Bmore POWER initiative in community groups and coalitions aligned with the organization’s mission.
  • Engage in meetings and discussions to educate stakeholders about harm reduction principles and the organization’s strategic goals.
  • Other duties as assigned, including:
    • Collaborating effectively with internal and external partners.
    • Upholding BHSB’s core values of Integrity, Equity, Innovation, Collaboration, and Quality.
    • Applying principles of equity, inclusion, and anti-racism in all interactions.
    • Participating in disaster response efforts as needed.
    • Maintaining confidentiality and security of protected health information (PHI) in accordance with BHSB policies.

Qualifications and Skills

  • Relevant personal experience or familiarity with individuals affected by substance use.
  • Understanding of harm reduction principles and services.
  • Commitment to engaging with individuals impacted by substance use.
  • Demonstrated dedication to cultural humility and racial equity.
  • Proficiency in Microsoft Office applications and willingness to learn new electronic systems.
  • Ability to work collaboratively within a team environment.
  • Capability to engage in a virtual work setting.
  • Willingness to adhere to a structured weekly work schedule.

Travel Requirements
This position may require local travel for meetings and other work-related activities. Access to reliable transportation is essential.

Compensation and Culture
