Community Outreach Specialist for Harm Reduction

Position Overview
The Community Outreach Specialist for Harm Reduction plays a vital role within the Bmore POWER initiative, collaborating with individuals who have firsthand experience with substance use to deliver outreach, education, and advocacy. This position focuses on conducting outreach efforts in neighborhoods throughout Baltimore City that are significantly affected by substance use and overdose incidents. Both full-time and part-time opportunities are available, with supervision provided by a Bmore POWER team leader.
Key Responsibilities
- Participate in both virtual and face-to-face meetings as necessary, including:
- Mandatory - Weekly Bmore POWER All Staff meetings,
- Mandatory - BHSB All Staff meetings, and
- Optional but encouraged - BHSB Information Sharing meetings to enhance organizational knowledge.
- Execute harm reduction outreach activities. During these initiatives:
- Assist team members in establishing and dismantling outreach sites.
- Adhere to all safety protocols and directives from Site Leaders, Outreach Coaches, and Bmore POWER Coordinators.
- Communicate any concerns or issues to the Bmore POWER Supervision Team or relevant authorities promptly while maintaining professionalism.
- Engage with the public in various settings, such as transportation hubs and retail areas.
- Educate individuals on overdose prevention, recognition, and response.
- Provide information on additional harm reduction strategies (e.g., safer injection practices, safer sex education).
- Distribute naloxone and other essential harm reduction supplies.
- Guide individuals in accessing behavioral health services and resources, including facilitating calls to the 988 hotline for appointments.
- Collaborate with the Outreach Coach and Bmore POWER Coordinators to enhance the effectiveness of outreach strategies.
- Complete all necessary documentation, including naloxone distribution, overdose reversal reports, and resource connection logs, on the same day outreach activities occur.
- Prepare harm reduction outreach kits as instructed.
- Represent BHSB and the Bmore POWER initiative in community workgroups and coalitions aligned with organizational goals.
- Participate in meetings and discussions to educate stakeholders about harm reduction principles and the mission of BHSB and Bmore POWER.
- Other duties include:
- Collaborating effectively with internal and external partners.
- Upholding the values of BHSB: Integrity, Equity, Innovation, Collaboration, and Quality.
- Applying an equity and inclusion lens in all activities.
- Serving on BHSB's disaster response team as needed.
- Maintaining confidentiality and security of protected health information (PHI) in accordance with HIPAA regulations.
- Performing additional tasks as assigned.
- Personal experience or exposure to individuals affected by substance use.
- Understanding of harm reduction principles and services.
- Dedication to engaging with communities impacted by substance use.
- Commitment to cultural humility and social justice.
- Proficiency in Microsoft Office applications and willingness to learn new software.
- Ability to work collaboratively in a team environment.
- Capability to navigate virtual work settings.
- Willingness to adhere to a consistent work schedule.
Compensation and Culture
