POSITION OVERVIEW

Under the guidance of leadership, this role is responsible for facilitating, assessing, and enhancing clinical training initiatives that support the workforce development within the Macomb County Community Mental Health (MCCMH) system. The incumbent will manage multiple tasks and demonstrate familiarity with MDHHS, MCCMH, and other relevant provider qualifications. Key responsibilities include the management and dissemination of training data, overseeing the delivery and competency evaluation of training programs, and contributing significantly to the development of training materials while operating the Learning Management System (LMS) for the provider network.

KEY RESPONSIBILITIES

1. Assess training needs across various staff levels and assist in planning staff development, agency objectives, and quality enhancement.

2. Research and propose training modules and curriculum development tailored for professional staff education.

3. Facilitate the administration of MDHHS mandated assessments, including but not limited to: Devereux Early Childhood Assessment (DECA), Michigan Child and Adolescent Needs and Strengths (MichiCANS), and Level of Care Utilization System (LOCUS).

4. Deliver didactic training on Clinical Person-Centered Planning, guiding case managers in creating Individualized Plans of Services.

5. Collaborate with team members to strategize and implement future training programs in clinical, substance use disorder, integrated health, and care delivery.

6. Actively participate in various committees and work groups.

7. Revise training materials in accordance with the latest information and research findings, ensuring curricula within the LMS are up-to-date.

8. Execute administrative tasks such as registration, attendance tracking, certificate issuance, and maintaining training records.

9. Manage Continuing Education applications and work with subject matter experts to deliver current Evidence-Based Practices.

10. Apply adult learning principles across diverse educational levels.

11. Oversee the creation and management of user accounts within the LMS.

12. Establish LMS hierarchy for both directly operated program team members and contracted network providers, adhering to established coding protocols.

13. Develop and maintain learning pathways for LMS users, aligning with Medicaid Provider Qualifications, accreditation standards, grant requirements, and state training guidelines.

14. Provide daily support to LMS users, promptly addressing data entry errors.

15. Offer training and ongoing assistance related to the Learning Management System.

16. Collaborate with LMS vendors to explore available resources that enhance the MCCMH training strategy.

17. Assist in generating and sharing data from the LMS for monitoring and auditing training compliance.

18. Facilitate classroom, virtual, and webinar training sessions for various service providers, ensuring attendance is monitored.

19. Create and publish SCORM, CMI5, xAPI, and AICC compliant training modules that integrate with the LMS and enhance MCCMH's data reporting capabilities.

20. Support the scheduling and promotion of training sessions.

21. Maintain comprehensive records of all training activities to ensure compliance and contract adherence, while communicating necessary information to service providers for credentialing purposes.

22. Operate a vehicle as required to fulfill job responsibilities.

QUALIFICATIONS

Required Education and Experience

  • Master's degree in Social Work, Psychology, Counseling, or a closely related mental health discipline.
  • Two years of experience in developing Individualized Plans of Services demonstrating medical necessity.
  • Two years of behavioral mental health experience.
  • A minimum of two years in training development and facilitation.
  • At least one year of experience with Electronic Learning Management Systems or tracking professional staff development.

Preferred Education and Experience

  • Two years of experience with MDHHS required assessment tools: CAFAS, PECFAS, and LOCUS.
  • Five years of behavioral mental health experience.
  • Two years of experience in developing and delivering training content utilizing Adult Learning Principles.
  • At least one year of experience in Learning Management System management and data reporting analysis.

Required Licenses or Certifications

  • Licensure as a Master Social Worker (LMSW), Limited Licensed Master of Social Work (LLMSW), Licensed Professional Counselor (LPC), Limited Licensed Professional Counselor (LLPC), Temporary Limited Licensed Psychologist (TLLP), Limited Licensed Psychologist (LLP), or Licensed Psychologist (LP).
  • Possession of appropriate state licensure and ability to meet credentialing guidelines.
  • Valid Michigan driver's license and access to an insured vehicle for work-related travel.

Preferred Licenses or Certifications

  • Trainer Certification for MDHHS required assessment tools: CAFAS, PECFAS, and LOCUS.
  • Trainer Certification in Evidence-Based Practices such as Motivational Interviewing, Integrated Dual-Diagnosis Treatment, and Nonviolent Crisis Intervention.

  • Mental health issues, developmental disabilities, and substance use disorders in various populations.
  • Thorough understanding of MCCMH and MDHHS standards and licensing requirements related to training.
