Job Objective: To execute advanced purchasing and procurement activities for the Administration Division at the Texas Historical Commission (THC). Responsibilities include sourcing and acquiring goods, equipment, and services in accordance with established guidelines, policies, and regulations. The role operates under general supervision, allowing for moderate discretion and independent decision-making.

Essential Duties:

  • Manage requisitions and procure merchandise, supplies, and equipment, including the initiation and approval of emergency purchases while adhering to guidelines and regulations.
  • Facilitate procurement card (ProCard) transactions.
  • Review and prepare bids and orders to ensure accuracy and compliance with specifications.
  • Analyze and tabulate bids to identify the most cost-effective options.
  • Coordinate and distribute bid invitations to potential vendors.
  • Ensure compliance with legal and regulatory purchasing requirements.
  • Monitor contractor performance and assist in resolving procurement-related issues.
  • Oversee the receiving, storage, and distribution of purchased items.
  • Maintain logs for requisitions and purchase vouchers.
  • Assist in the preparation of necessary purchasing reports.
  • Manage vendor files and contracts.
  • Support agency staff in navigating the purchasing process.
  • Adhere to a consistent work schedule with regular attendance.
  • Comply with all THC safety protocols and ethical standards.

Non-Essential Duties:

  • Perform additional tasks as assigned.

Qualifications:

  • Graduation from a four-year college or university (one year of relevant experience may substitute for one year of education).
  • Experience in procuring goods and services within a governmental setting.
  • Certification as a Texas Procurement Manager (CTPM) or Texas Contract Developer (CTCD).
  • Possession of a valid driver's license and acceptable driving record.
  • Willingness to travel up to 10% of the work period.

Preferred Qualifications:

  • Graduation from an accredited four-year institution.
  • Experience in procurement within a Texas state agency.
  • Experience with procurement card (ProCard) transactions.

Knowledge, Skills, and Abilities:

  • Understanding of procurement methods, contracting regulations, and state purchasing principles.
  • Strong verbal and written communication skills.
  • Critical thinking and problem-solving abilities.
  • Proficiency in personal computer applications, including word processing and spreadsheet software.
  • Ability to provide excellent customer service.
  • Capability to evaluate contracts and assess compliance with requirements.
  • Ability to maintain effective vendor relationships.
  • Capacity to train others and analyze procurement challenges.
  • Ability to work under pressure and meet deadlines with attention to detail.
  • Ability to work independently and collaboratively in a team environment.
  • Commitment to confidentiality.

Registration, Certification, or Licensure: Must possess or obtain a valid Driver's License and complete a Defensive Driving Course to operate state vehicles; certification as a Texas Procurement Manager (CTPM) or Texas Contract Developer (CTCD) is required.

Environment/Physical Conditions: The role requires extended periods of computer use and may involve occasional evening or weekend work. The work environment is primarily office-based, with potential exposure to common allergens. The position is mostly sedentary but may require occasional physical activity.
