Position Summary:

This role functions as a Senior Purchasing Agent within the Finance and Operations Division of the Office of Court Administration. The incumbent will engage in advanced purchasing and procurement activities. Key responsibilities include acquiring goods, equipment, and services in accordance with established guidelines, regulations, policies, and laws. The position requires meticulous record-keeping of requisitions, purchase orders, and related correspondence. Collaboration with staff to manage workloads, maintain a shared communication platform, and ensure timely processing of procurement activities is essential. The role reports to the Senior Procurement Officer and operates with a degree of autonomy, utilizing initiative and independent judgment.

Key Responsibilities:

  • Evaluate requisitions for accuracy and conduct vendor price research for products and services in compliance with regulatory standards.
  • Input requisitions into the Centralized Accounting and Payroll/Personnel System (CAPPS).
  • Execute procurements utilizing the most effective and economical purchasing methods in line with applicable laws and policies.
  • Address inquiries from requesters and staff regarding requisition statuses, purchase orders, and delivery timelines; resolve procurement-related issues promptly.
  • Facilitate outreach to Historically Underutilized Businesses (HUB) and assist the agency in achieving HUB objectives.
  • Support the development of clear specifications for goods and services.
  • Prepare and distribute bid invitations to potential vendors.
  • Guide the processing of competitive procurements in accordance with established purchasing rules and guidelines.
  • Conduct bid evaluations and tabulations.
  • Assist in negotiating favorable terms and determining award recipients.
  • Compile and submit various purchasing reports, including state-use, contracts, and vendor performance metrics.
  • Help foster new vendor relationships and participate in vendor engagement initiatives.
  • Monitor compliance with legal and regulatory purchasing requirements.
  • Contribute to the development of procedures related to purchasing and procurement reporting.
  • Maintain comprehensive knowledge of state purchasing regulations.
  • Provide training to agency staff on purchasing and procurement practices.
  • Exhibit professionalism and deliver high-quality customer service.
  • Adhere to the agreed-upon work schedule.
  • Perform related duties as assigned and comply with all agency policies.

Qualifications:

  • Preferred education includes a degree from an accredited four-year institution in business administration, public administration, or a related field. Relevant experience may substitute for educational qualifications.
  • A minimum of three years of full-time purchasing experience within a state agency.
  • Experience with automated purchasing systems (CAPPS or Peoplesoft).
  • Proficiency in Microsoft Office applications (Outlook, Word, Excel).
  • Certification as a Texas Contract Developer (CTCD) is required within six months of employment.

Preferred Experience:

  • Five years of full-time purchasing experience with the State of Texas.
  • Familiarity with the Centralized Accounting and Payroll/Personnel System (CAPPS).
  • Current CTCD certification.
  • Current Certified Texas Contract Manager (CTCM) certification.

Knowledge, Skills, and Abilities:

  • Understanding of purchasing methods and procedures.
  • Experience with formal solicitations for state agencies.
  • Knowledge of accounting principles and business practices.
  • Ability to manage multiple tasks, prioritize effectively, and meet deadlines.
  • Strong written and verbal communication skills.
  • Capacity for sound judgment and effective decision-making.

  • Ability to collaborate professionally in an office environment.
  • Commitment to maintaining CTCD and/or CTCM certification.

Employment Conditions:

  • Must obtain CTCD certification within six months of employment.

  • May require moving materials weighing up to 20 pounds.
