Procurement Specialist III

May provide training to others. Operate under general supervision with moderate discretion for initiative and independent judgment.

Procurement Specialist IV
Conduct highly complex purchasing and procurement operations for the agency. Duties involve managing the acquisition and delivery of diverse commodities and services, including unusual and sophisticated goods for agency facilities statewide, while preparing and reviewing technical specifications and procurement documents. Responsible for training others. Work under limited supervision, with significant latitude for initiative and independent judgment.

Procurement Specialist V
Oversee advanced purchasing and procurement functions for the agency. Responsibilities include planning, organizing, coordinating, and drafting specifications for the acquisition of various commodities and services, developing procurement documents for complex goods and services for agency facilities statewide. May supervise and direct the work of others. Operate under minimal supervision, with considerable latitude for initiative and independent judgment.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Procurement Specialist II

  1. Participate in training sessions related to procurement practices and policies.
  2. Attend procurement meetings, including kick-off and pre-proposal sessions, as well as post-award conferences.
  3. Assist in resolving disputes and protests.
  4. Communicate basic procurement knowledge to stakeholders regarding contract administration and policies.
  5. Manage contract routing for review and approval.
  6. Review documentation for compliance with legal and regulatory requirements.
  7. Prepare and verify solicitations and awards for accuracy and specifications.
  8. Coordinate with divisions on contract actions for renewals and new solicitations.
  9. Conduct needs assessments for the procurement of goods or services.

Procurement Specialist III

  1. Coordinate and execute staffing related to procurement practices and policies.
  2. Facilitate procurement meetings and assist in dispute resolutions.
  3. Provide moderate procurement knowledge to stakeholders.
  4. Participate in contract development and negotiation.
  5. Monitor compliance with legal and regulatory procurement requirements.
  6. Prepare and review solicitations and awards for accuracy.
  7. Conduct needs assessments for procurement requirements.

Procurement Specialist IV

  1. Facilitate procurement meetings and actively participate in dispute resolutions.
  2. Provide advanced procurement knowledge to stakeholders.
  3. Coordinate contract development and negotiation.
  4. Monitor compliance with legal and regulatory requirements.
  5. Prepare and review solicitations and awards for accuracy.

Procurement Specialist V

  1. Lead training initiatives regarding procurement practices.
  2. Manage procurement meetings and facilitate dispute resolutions.
  3. Provide expert procurement knowledge to stakeholders.
  4. Oversee contract development and negotiation.
  5. Monitor compliance with legal and regulatory procurement requirements.

QUALIFICATIONS:

Education: Graduation from a standard senior high school or equivalent. A degree from an accredited four-year college or university in business, public administration, accounting, or a related field is preferred.

Experience: Varies by level from one to seven years in purchasing or contract development work, with state purchasing experience preferred.

Licensure and Certification: Valid driver license required if driving is necessary. Certification as a Certified Texas Contract Developer (CTCD) is required for positions II-IV, and CTCD along with Certified Texas Contract Manager (CTCM) for position V.

Skills: Proficiency in Microsoft Office Suite, excellent interpersonal and communication skills, strong organizational abilities, and analytical reasoning.

WORK ENVIRONMENT: Office setting with the ability to meet physical demands such as standing, walking, and occasional lifting of up to fifteen pounds.
