About the Role

The COMPTROLLER OF PUBLIC ACCOUNTS is seeking a highly skilled IT Asset and Contract Management Specialist to join our team. As a key member of our Information Technology Division, you will be responsible for managing the procurement and maintenance of software and hardware assets, as well as overseeing contract administration and management.

Key Responsibilities
  • Develop and manage projects through the Asset & Contract Management lifecycle
  • Work closely with requesting divisions, Budget, Legal, and Contract Administration and Procurement divisions
  • Prepare solicitations for software, hardware, and/or professional services, and coordinate evaluation and selection of vendor responses
  • Review and negotiate new software licenses, maintenance agreements, and professional services agreements
  • Requisition purchases of IT assets, licenses, maintenance renewals, leases, and/or subscriptions
  • Assist end-users, purchasers, and contract managers/monitors with all phases of the procurement process or contract life-cycle
  • Coordinate with IT Contract Administration staff on the receipt of purchase orders, invoice tracking and reconcile changes in inventory
Requirements
  • Bachelor's degree
  • Five (5) years' experience in the development of Statements of Work, Asset Management, or Property Management with an emphasis on procuring or managing hardware or software assets and related services
  • Three (3) years' experience in contract administration, management, evaluation, or monitoring of contract providers
Preferred Qualifications
  • Bachelor's degree in business or public administration, computer science, law, or a related field
  • Three (3) years' experience with implementing and managing IT procurements and/or contracts
  • Recent (within last two years) Texas state agency procurement or contract management experience
