Position Overview

The Library and Archives Commission is seeking a dedicated Senior Procurement Specialist to join our team. This role is pivotal in managing the procurement processes for the agency, ensuring compliance with state regulations while fostering efficient operations.

Key Responsibilities

  • Execute complex purchasing and procurement tasks, including planning and organizing specifications for goods and services.
  • Prepare and oversee procurement documentation, ensuring meticulous record-keeping in accordance with state guidelines.
  • Collaborate with the Purchasing Team to meet internal and external deadlines, ensuring timely acquisition of necessary resources.
  • Process competitive solicitations and submit all required purchasing reports punctually.
  • Monitor compliance with legal and regulatory standards related to procurement activities.
  • Support agency goals by enhancing participation from Historically Underutilized Businesses (HUB).

Essential Qualifications

  • High School diploma or GED.
  • A minimum of two years of experience in purchasing goods and services.
  • Experience in public contact and conducting competitive procurements.
  • Familiarity with online e-procurement systems and specification development.

Preferred Qualifications

  • Bachelor's degree in business administration, public administration, or a related field.
  • Certification as a Certified Texas Contract Developer (CTCD).
  • Experience with Texas statewide Term Contracts and procurement tools.

Skills and Abilities

  • Strong knowledge of state agency purchasing methods and regulations.
  • Proficient in Microsoft Office Suite.
  • Ability to communicate effectively and maintain positive working relationships.
  • Capacity to manage a diverse workload while adhering to deadlines.

Work Environment

This position is primarily office-based, with standard office conditions. The role may involve some physical activity, including lifting items up to 20 pounds and extended periods of computer use.
