Job Description

Job Title: Procurement Specialist

Job Summary:

The Texas Water Development Board is seeking a highly skilled Procurement Specialist to join our team. As a Procurement Specialist, you will be responsible for planning, organizing, and coordinating the purchasing and procurement of goods and services for the agency.

Key Responsibilities:

  • Procurement Planning: Develop and implement procurement plans to meet the agency's needs.
  • Contract Administration: Administer contracts, including preparing and reviewing contract documents, and ensuring compliance with agency policies and procedures.
  • Vendor Management: Manage vendor relationships, including soliciting bids, evaluating proposals, and awarding contracts.
  • Procurement Database Management: Maintain accurate and up-to-date records of procurement activities, including contracts, bids, and vendor information.
  • Reporting and Analysis: Prepare and analyze reports on procurement activities, including spend analysis and vendor performance.
  • Compliance: Ensure compliance with agency policies, procedures, and laws related to procurement, including the Texas Government Code and the Federal Acquisition Regulation.

Requirements:

  • Education: Bachelor's degree in Business Administration, Public Administration, or a related field.
  • Experience: 2-5 years of experience in procurement, purchasing, or a related field.
  • Certifications: Certified Texas Contract Developer (CTCD) or ability to obtain certification within 6 months of hire.

Preferred Qualifications:

  • Experience with CAPPS HR and Financials.
  • CTCD Certification.
  • Experience developing and coordinating solicitations, including Requests for Proposals, Requests for Qualifications, and Requests for Information.
  • Experience in accounting, bookkeeping, reconciliations, budgeting, data analysis, and/or preparing financial statements.
  • Experience in processing purchase orders and other purchase documents into a state and/or agency purchasing system.
  • Experience with the Historically Underutilized Business (HUB) program.

Knowledge, Skills, and Abilities (KSAs):

  • Knowledge of local, state, and federal laws and regulations related to procurement.
  • Knowledge of procurement methods and procedures.
  • Knowledge of state procurement principles and practices.
  • Knowledge of assigned commodities and products on the open market.
  • Knowledge of supply sources.
  • Knowledge of the principles of business administration.
  • Knowledge of accounting.
  • Skills in using Microsoft Office programs, including Word, Excel, Teams, and Access.
  • Skills in problem solving.
  • Ability to perform arithmetical computations.
  • Ability to evaluate program goals.
  • Ability to evaluate bids.
  • Ability to develop methods and procedures for locating supply sources.
  • Ability to maintain a system of record keeping.
  • Ability to maintain effective working relationships with co-workers, vendors, and suppliers.
  • Ability to adhere to work schedules, follow procedures with respect to leave, and submit accurate timesheets by prescribed deadlines.
  • Ability to make mature, objective decisions and identify areas of potential problems.
  • Ability to perform effectively and willingly when changes occur in scope and nature of the work and work environment.
  • Ability to perform routine and non-routine work assignments accurately and on-time with little or no supervision.
  • Ability to perform assigned duties and improve work habits and/or output.
  • Ability to complete assigned work, on time, neatly, and with infrequent errors.
  • Ability to interpret policies, procedures, and regulations.
  • Ability to provide prompt, courteous, and accurate assistance, and clear and concise communication to internal and external stakeholders both verbally and in writing.
  • Ability to work and cooperate with others in a team environment.
  • Ability to manage multiple tasks.
  • Ability to stand/sit/move to perform activities such as retrieve/replace files in a large file system for boxes up to 30 lbs.
  • Ability and willingness to travel 5% of the time, primarily within the State of Texas.
  • Ability to operate a vehicle (state or personal) for state business and maintain a driver's license and driving record that complies with state and agency requirements.
  • Ability to work shifts that may exceed eight hours, including early mornings, nights, and weekends.
  • Ability to train others.
