Aretum, a prominent government contracting firm focused on technology-driven mission support services, is in search of a meticulous and analytical Financial Planning Analyst.

In this role, you will be instrumental in facilitating the financial planning and budgeting processes, overseeing financial performance, and delivering insightful analysis and recommendations aimed at enhancing operational efficiency and effectiveness.

Key Responsibilities:
  • Oversee the formulation of the 5-Year Resource Allocation Plan and the DHS Real Property Capital Plan submission. This entails representing the client in all Line of Business Working Group meetings, conducting thorough analyses of project requirements against funding levels, crafting justifications for programmatic discrepancies and requested increases, managing data within CBP's financial management systems, and developing resource allocation recommendations for senior management.
  • Lead the preparation of the real property segment of CBP's budget requests, including the OMB Justification and President's Budget request. This involves acting as the primary liaison for CBP Budget, creating budget justifications and presentations to support CBP's budget requests, and analyzing the impacts on real property capabilities during the release of the Resource Allocation Decision or OMB's feedback.
  • Facilitate the development of CBP's financial and procurement plans prior to the execution year. This includes analyzing congressional marks, creating templates and taskers for Program Management Offices (PMOs) to address, collaborating with CBP Budget and Procurement, and providing recommendations to CBP leadership regarding funding level implications.
  • Assist CBP leadership in coordinating real property planning initiatives with both internal and external stakeholders. This includes participating in and coordinating responses to DHS, engaging in working groups focused on real property best practices, and developing business cases and lifecycle cost estimates for significant capital projects.
  • Establish program metrics and gather supporting data, including Enterprise Services Quarterly Metrics, ensuring the acquisition, analysis, and submission of metric data to the CBP Office of Accountability.
  • Support ongoing operations by preparing briefing materials for monthly planning meetings, documenting meeting minutes, maintaining the SharePoint library, contributing to the development of internal/external policies and requirements, and attending leadership meetings as required.

Qualifications:
  • Bachelor's degree in business administration, engineering, or a related analytical discipline.
  • A minimum of 5 years of relevant experience in federal budgeting, PPB&E, and the annual budget cycle.
  • In-depth knowledge of the federal government's budget justification process, including the development of 5-year plans through the formulation of the execution year spending plan.
  • Familiarity with real property concepts, including basic terminology for budget requests and lifecycle management principles.
  • Experience with financial and budget analysis methodologies within the federal sector, encompassing financial baselines, congressional commentary, cost estimates, and requirements.
  • Proven ability to collaborate with diverse customer groups, including program managers, technical personnel, and CBP leadership.
  • Must be able to pass a federal background investigation (Public Trust).
