THE CITY OF LEAWOOD, KANSAS is seeking a Chief Planning Officer

Position Overview: The Chief Planning Officer plays a pivotal role within the City’s leadership framework, directly reporting to the City Administrator. This position serves as the primary connection with the City’s Planning Commission, which convenes bi-monthly in the evenings. The Chief Planning Officer will undertake advanced and intricate professional responsibilities in both current and long-range planning initiatives. This role also entails the administration and enforcement of the City’s land use and zoning regulations, comprehensive plans, and other strategic frameworks, ensuring expertise in the Leawood Development Ordinance (LDO) and guiding standards for development.

This essential leadership position offers the chance to implement innovative planning strategies that improve the quality of life for residents and oversee the city’s growth and development. The ideal candidate will possess extensive experience in urban planning, community development, and public administration, complemented by strong leadership and communication capabilities. The preferred candidate should demonstrate exceptional relationship-building skills, fostering collaboration within the department and throughout the City of Leawood, while effectively engaging with the community.

Essential Qualifications: Certification from the American Institute of Certified Planners (AICP), along with a minimum of five years of progressively responsible experience, including at least three years in a supervisory and administrative capacity within a planning department. A Bachelor’s degree in Urban or Community Planning, Architecture, Public Administration, or a related discipline is required. Key attributes for success in this vital role include strong analytical abilities, strategic thinking, meticulous attention to detail, and effective communication skills.

Preferred Qualifications: A Master’s degree in Community Planning, Architecture, Public Administration, or a related field, coupled with over 10 years of experience in planning, personnel management, and budget preparation.
