Key Responsibilities:

  • Manage the financial execution of allocated funds, encompassing Research, Development, Testing and Evaluation (RDT&E), Operation and Maintenance (OMA), Procurement, Congressional Adds, and Foreign Military Sales (FMS).
  • Oversee the execution of customer reimbursable funds, including the processing of reimbursable and direct fund cite orders to ensure proper acceptance and execution.
  • Conduct thorough reviews and analyses of commitments, obligations, and disbursements of financial data for accuracy utilizing GFEBS ERP and GFEBS BI functionalities.
  • Provide comprehensive financial support leveraging the Army's General Fund Enterprise Business System (GFEBS) and other financial platforms.
  • Demonstrate proficiency in GFEBS financial execution.
  • Analyze and interpret various GFEBS financial documents and reports against established financial benchmarks.
  • Assist with research, analysis, and documentation to support special projects and initiatives.
  • Investigate open and aged financial balances, including Unliquidated Obligations (ULOs) and Unmatched Financial Transactions (UMTs), and implement necessary corrections, collaborating with DFAS to ensure transactions are posted to the correct line of accounting (LOA).
  • Coordinate with diverse agencies and personnel to resolve discrepancies between financial systems, including DFAS, DCMA, Contracting Officers, and Budget Analysts.
  • Utilize various financial systems to research and reconcile contracting actions, including SOMARDS, MOCAS, EDA, WAWF, and SDW.
  • Ability to export, organize, analyze, and consolidate extensive volumes of financial data.
  • Provide Contract Modifications to Other Government Agencies (OGA) following the awarding of funds/projects.
  • Familiarity with Dormant Account Review-Quarterly (DAR-Q), also known as Joint Reconciliation Program (JRP).

Qualifications:

  • Bachelor's degree in a relevant field.
  • 3-5 years of pertinent experience.
  • ACTIVE security clearance.
  • Capability to work onsite 2-3 days per week, with telework permitted on remaining days.
  • Experience with General Funds Enterprise Business System (GFEBS).
  • General understanding of Army accounting processes and systems.
  • Proficiency in Microsoft Excel, PowerPoint, and Word, with the ability to manage and manipulate large datasets and translate findings into comprehensible reports or presentations.
  • Exceptional verbal and written communication skills, with the ability to effectively engage with all organizational levels, including senior military and government civilian personnel.
  • Ability to work independently with minimal supervision, while also collaborating closely with team members for issue resolution and troubleshooting.
  • Strategic thinking capabilities and comfort in a rapidly evolving environment.
  • Meticulous attention to detail.
  • Strong organizational and time management skills, including the ability to prioritize tasks and meet deadlines.
  • Critical thinking skills and the ability to perform sound analysis.
