Position Overview:
This role involves assisting the DoD Budget and Financial Analysis office, focusing on various critical financial operations.

Key Responsibilities:


Act as the Audit Readiness Point of Contact (POC), ensuring that assigned program offices are prepared for both internal and external audits in compliance with established policies and fiscal regulations.

Lead the financial support for Program Objective Memorandum (POM), Budget Exhibits (BES), and President's Budget (PB) activities, including Special Exhibits.

Provide expert guidance and recommendations in alignment with relevant policies and fiscal laws.

Oversee the Acquire-to-Retire (A2R) program for the office by setting schedules and offering support to analysts.


Assist with urgent projects and tasks by representing the program budget office in preparing responses to Requests for Information, Congressional inquiries, and similar assignments.


Manage program funds, monitor obligations and expenditures, and aid in the development and review of program budgets across all applicable appropriations.

Track, analyze, and execute program funding while preparing monthly execution reports.

Demonstrate proficiency in financial systems and utilize automated tools to initiate Purchase Requests (PRs), including generating MIPRs and contract modifications.

Address and resolve issues related to execution and beyond daily responsibilities, including coordinating dormant accounts and Unliquidated Obligations (ULOs).

Provide training and additional support to Matrixed Budget Analysts (MBAs) and Program Element Analysts (PEAs) as necessary.

Qualifications:
Bachelor's degree in business or a related field.

A minimum of 20 years of experience as a DoD Financial Analyst.

Proficient in Excel and the MS Office suite.

In-depth understanding of the Planning, Programming, Budgeting, and Execution (PPBE) process.

Exceptional communication skills, both written and verbal.

Able to work collaboratively within a team environment.

Candidates must be eligible to obtain and maintain a security clearance upon hire.

Preferred Qualifications:
Master's degree in business or a related field with at least 15 years of experience as a DoD Financial Analyst.

Preferred experience includes 15 years in MDA Financial Analysis.


Expertise in planning, formulating, and applying DoD Planning, Programming, Budgeting, and Execution System (PPBES) methodologies to assist management in decision-making and policy formulation.

FM certification is desirable.

Must be able to work independently and conduct strategic high-level coordination activities.

Self-starter capable of managing multiple complex projects simultaneously.

Strong proficiency in MS Office, with demonstrated experience in Excel, including advanced functions and pivot tables.
