Job Overview

Vali Incorporated is seeking a highly skilled professional to provide expertise in the realm of Department of Defense (DoD) Budget and Financial Analysis for the Missile Defense Agency (MDA).

Position Summary: This role involves supporting the MDA in a financial analysis capacity, ensuring compliance with fiscal regulations and policies.

Key Responsibilities:

  • Act as the Audit Readiness Point of Contact (POC), ensuring that the assigned program offices are prepared for both internal and external audits in line with MDA guidelines and fiscal legislation.
  • Oversee budgetary support for Program Objective Memorandum (POM), Budget Exhibits (BES), and the President's Budget (PB), including Special Exhibits.
  • Deliver expert advice and recommendations consistent with policy and fiscal regulations.
  • Coordinate the Acquire-to-Retire (A2R) program for the office by establishing timelines and assisting analysts in execution.
  • Support urgent projects and tasks by representing the program budget office in responses to Requests for Information, Congressional inquiries, and similar initiatives.
  • Manage program funds, track obligations and expenditures, and assist in the development and review of the program budget across all relevant appropriations.
  • Monitor, analyze, and execute program funding while preparing monthly execution reports.
  • Demonstrate proficiency in financial systems.
  • Utilize automated systems to initiate Purchase Requests (PRs) and generate necessary documents.
  • Resolve issues related to execution and beyond daily responsibilities, including coordinating dormant accounts and Unliquidated Obligations (ULOs).
  • Provide training and additional support to Matrixed Budget Analysts (MBAs) and Program Element Analysts (PEAs) as required.

Qualifications:

  • Bachelor's degree in business or a related field.
  • A minimum of 20 years of experience as a DoD Financial Analyst.
  • Proficient in Excel and the MS Office suite.
  • Thorough understanding of the Planning, Programming, Budgeting, and Execution (PPBE) process.
  • Exceptional communication skills, both written and verbal.
  • Able to work effectively in a team-oriented environment.
  • Must be eligible to obtain and maintain a security clearance upon hire.

Preferred Qualifications:

  • Master's degree in business or a related field with at least 15 years of DoD Financial Analyst experience.
  • 15 years of experience specifically with MDA as a Financial Analyst is preferred.
  • In-depth knowledge of planning, formulating, and applying DoD Planning, Programming, Budgeting, and Execution System (PPBES) methodologies to assist management in decision-making and policy formulation.
  • FM certification is a plus.
  • Ability to work independently and manage high-level strategic coordination activities.
  • Self-motivated with the capability to handle multiple complex projects simultaneously.
  • Strong expertise in MS Office, particularly in Excel, including advanced functions and pivot tables.
