The ideal candidate will leverage their expertise in Department of Defense (DOD) financial execution processes and reporting to effectively manage the budget planning, execution, and reconciliation of both current and future appropriations.

The successful applicant will be responsible for analyzing historical funding execution data to formulate budgets and spending plans that ensure timely fund execution, aligning with the program's acquisition strategies and Office of the Secretary of Defense (OSD) objectives. They will generate necessary funding documentation and reports utilizing the internal office database as well as external systems, including Standard Operation and Maintenance Army Research and Development Systems (SOMARDS), General Fund Enterprise Business Systems (GFEBS), GFEBS-Sensitive Activities (GFEBS-SA), Logistics Management Program (LMP), Wide Area Workflow (WAWF), and G-Invoice software.

Key Responsibilities:

  • Oversee all phases of budgeting: formulation, justification, presentation, and execution.
  • Administer the Agency Operating Budget, Mid-Year Review, Budget Execution Review, Year-end Closeout, and related budget reports.
  • Assist in the development of the Program Objective Memorandum (POM) and Strategic Portfolio Analysis Review (SPAR).

Essential Skills:

  • Exceptional written and verbal communication abilities.
  • Strong proficiency in GFEBS and other financial management databases.
  • Capability to identify, analyze, and resolve a variety of budgetary challenges, including the development of alternative funding methods.
  • Ability to interpret and implement financial and budget regulations, policies, and procedures from higher headquarters.
  • Skill in incorporating Congressional Adds and other funding streams into a flexible financial strategy.
  • Possession of an active Secret security clearance.

Required Experience:

  • A minimum of seven years of experience in executing financial activities supporting DOD Acquisition programs/projects, with at least five years in DOD financial accounting operations, processes, and systems.
  • Familiarity with Army Science and Technology (S&T) and Research and Development (R&D) processes.
  • Ability to multitask in a fast-paced environment.
  • Self-motivated with the capacity to independently prioritize and manage multiple tasks.

Preferred Qualifications:

  • Experience in developing cost estimates.
  • Familiarity with the Automated Cost Estimating Integration Tool (ACEIT).
  • Provide guidance and technical assistance to functional specialists in identifying and evaluating program cost factors and their impact on program alternatives.
  • Evaluate program impacts based on funding adjustments and directives.
  • Experience with POM development and submission.

Desired Credentials:

  • DAU Level II certification in Business, Financial Management, and Cost Estimating, Certified Management Accountant (CMA), or Chartered Financial Analyst (CFA).
  • A BA/BS in Accounting or a related field is strongly preferred.
  • Possession of an active Top-Secret clearance.
