The ideal candidate will leverage their expertise in Department of Defense (DOD) financial execution processes and reporting to facilitate the budget planning, execution, and reconciliation of both current and future appropriations.

The successful applicant will conduct thorough analyses of historical funding execution data to formulate budgets and spending plans that ensure timely fund utilization, aligned with the program's acquisition strategies and Office of the Secretary of Defense (OSD) objectives. Responsibilities include generating funding documentation and reports utilizing internal office databases as well as external systems such as Standard Operation and Maintenance Army Research and Development Systems (SOMARDS), General Fund Enterprise Business Systems (GFEBS), GFEBS-Sensitive Activities (GFEBS-SA), Logistics Management Program (LMP), Wide Area Workflow (WAWF), and G-Invoice software.

Key Responsibilities:

  • Oversee all phases of budgeting including formulation, justification, presentation, and execution.
  • Manage the Agency Operating Budget, Mid-Year Review, Budget Execution Review, Year-end Closeout, and related budget reports.
  • Assist in the development of the Program Objective Memorandum (POM) and Strategic Portfolio Analysis Review (SPAR).

Essential Skills:

  • Exceptional written and verbal communication skills.
  • Strong proficiency in GFEBS and other financial management systems.
  • Ability to identify, analyze, and resolve various budgetary challenges.
  • Expertise in interpreting and implementing financial regulations and policies from higher headquarters.
  • Capability to integrate Congressional Adds and other funding streams into a flexible financial strategy.
  • Possession of an active Secret security clearance.

Required Experience:

  • A minimum of seven years of experience in executing financial activities for DOD Acquisition programs/projects, with at least five years in DOD financial accounting operations.
  • Familiarity with Army Science and Technology (S&T) and Research and Development (R&D) processes.
  • Ability to multitask effectively in a fast-paced environment.
  • Self-motivated with the capability to prioritize and manage multiple tasks independently.

Preferred Qualifications:

  • Experience in developing cost estimates.
  • Familiarity with the Automated Cost Estimating Integration Tool (ACEIT).
  • Provide technical assistance to specialists in evaluating program cost factors and their impacts.
  • Assess program impacts based on funding adjustments and directives.
  • Experience with POM development and submission processes.

Desired Certifications:

  • DAU Level II certification in Business, Financial Management, and Cost Estimating, Certified Management Accountant (CMA), or Chartered Financial Analyst (CFA).
  • A BA/BS in Accounting or a related field is strongly preferred.
  • Possession of an active Top-Secret clearance.
