The Lockwood Group is currently in search of a Senior Cost Analysis Specialist to join our esteemed team, contributing to significant projects.

Key Responsibilities:


As a Senior Cost Analysis Specialist, you will:

  • Provide insights and recommendations for cost estimation and budgeting activities throughout all phases of the program lifecycle, in accordance with relevant DoD directives and Army regulations.
  • Engage in various cost estimating and budgeting tasks, including:
    • Preparation of Independent Government Estimates
    • Conducting Independent Cost Analyses
    • Creating Program Office Estimates
    • Developing Cost Analysis Requirements Descriptions
    • Performing Analysis of Alternatives
  • Support cost estimating efforts in key areas such as:
    • Cost/acquisition teams
    • Design-to-Cost evaluations
    • Source Selection Evaluation Boards
    • Army acquisition processes, including Operating and Support (O&S) and Life Cycle Cost/Total Ownership cost activities
  • Conduct research projects to enhance estimating techniques for advanced technologies.
  • Perform operations research analysis to support cost-effectiveness studies, including:
    • Milestone Reviews
    • Life-Cycle Cost/Design-to-Cost evaluations
    • O&S Cost Reduction Analysis
    • Cost Risk Assessment
    • Technical Risk Assessment
    • Warranty Cost Effectiveness Analysis
    • Cost Estimating Relationship Methodologies
    • Budget Preparation Assistance
    • Earned Value Management
    • Estimates at Completion
    • Variance Analysis Reports
    • Business Case Analysis
  • Conduct risk assessments and develop program risk evaluations, considering pricing, contractor capabilities, emerging technologies, contractor cost performance, schedules, and integration requirements.
  • Utilize the Automated Cost Estimating Integrated Tool (ACEIT) to support estimating efforts.

Qualifications:


To be considered for this role, candidates should possess:

  • A Bachelor’s degree with a minimum of 15 years of relevant experience.
  • Extensive experience in developing cost estimates and conducting cost analyses within a DoD Acquisition Project Office.
  • Proficiency in working with ACEIT.
  • Strong collaboration skills.
  • The ability to work effectively in a remote capacity.
  • A Secret clearance.
