Job Description

POSITION SUMMARY

This role reports directly to the Accounting Manager and is accountable for overseeing all financial and accounting activities related to the financial services and accounting operations of the department. This includes direct supervision of both the Financial Services Supervisor and the Accounting Supervisor.

ESSENTIAL DUTIES AND RESPONSIBILITIES

1. Provide leadership and processing support for accounting operations, including journal entry preparation, asset management, billing, accounts payable, and payroll, while also stepping in for the Accounting Manager as needed.

2. Assist in the creation, monitoring, and execution of financial internal controls, policies, and procedures.

3. Manage and maintain the Authority's accounting system, records, and associated software, including recommending and implementing software solutions to enhance data collection, compliance, retention, and utilization.

4. Conduct independent analysis and research on financial matters, reports, data, and records, providing recommendations to the Accounting Manager. Execute complex data analysis and reporting projects for various departments as required.

5. Ensure timely processing of vendor payments, customer billings, and payroll.

6. Guarantee accurate accounting for accounts payable, billing, accounts receivable, and payroll, including year-end accruals, prepaids, and revenue recognition.

7. Review and approve journal entries, ensuring compliance with generally accepted accounting principles.

8. Oversee month-end and year-end general ledger closing processes, including the review of reconciliations and reports.

9. Evaluate and approve contract revenue settle-ups and mid-year reallocation of billings.

10. Review quarterly financial statements.

11. Responsible for implementing new accounting standards and developing procedures to comply with these standards moving forward.

12. Review the completed Annual Comprehensive Financial Report and suggest modifications for new accounting standards or significant changes made during the year.

13. Assist with the annual external audit, including reviewing audit requests.

SUPERVISORY RESPONSIBILITIES

This position regularly holds full personnel management responsibilities, including approving time, selection, discipline, grievances, and formal performance evaluations for direct and indirect reports.

FINANCIAL RESPONSIBILITY

Responsible for a bi-weekly payroll of $1 million, managing assets totaling $2.6 billion, expenses of $231 million, revenues of $298 million, and total liabilities of $1.8 billion.

QUALIFICATIONS

EDUCATION

Bachelor's degree in accounting is required.

EXPERIENCE

A minimum of five years of progressively responsible experience with a solid understanding of fund accounting.

CERTIFICATES, LICENSES, REGISTRATIONS

A valid Texas driver's license is required. Certified Public Accountant designation is preferred.

KNOWLEDGE

Must possess a thorough understanding of generally accepted accounting principles and governmental accounting standards.

SKILLS AND ABILITIES

Proficiency in 10-key by touch, with the ability to make independent accounting decisions based on comprehensive knowledge of accounting principles. Strong supervisory skills to ensure compliance with Authority policies, resolutions, contracts, and statutory requirements. Excellent written and verbal communication skills are essential, along with effective time management and organizational abilities. Proficiency in Microsoft Office Suite and ERP software is required, with Lawson and/or Workday Financials experience preferred.

GUIDANCE RECEIVED

This position receives general direction regarding expected outcomes and typically works under broad guidelines to determine methods and data to consider. Requires judgment to address issues within existing policies and procedures and may assist others with more complex tasks.

WORKING CONDITIONS

Work is primarily conducted in an office environment.

Utilizes office machines including computers, calculators, adding machines, and copy machines.
