Senior Procurement Specialist - Information Technology Acquisitions

The Senior Procurement Specialist engages in highly specialized (senior level) purchasing and procurement activities. Responsibilities include strategizing, organizing, coordinating, and drafting specifications for acquiring IT goods and services, as well as preparing procurement documentation.
Our Procurement Specialists manage extensive procurement initiatives involving numerous stakeholder interactions.

Successful candidates will possess strong analytical thinking, initiative in problem-solving, effective communication skills with diverse stakeholders, and exceptional time management abilities.

A keen attention to detail and a desire to learn are essential. Previous experience in project management or coordinating large-scale projects is advantageous.
This role operates within the IT Acquisitions Section of the Procurement and Contracting Services Division. This team undertakes complex, high-value IT procurements utilizing RFO and DIR Statement of Work (SOW) methodologies. The Senior Procurement Specialist works under moderate supervision with a reasonable degree of initiative and independent judgment.

Key Responsibilities:
Develop, review, and monitor solicitation and contract documents to ensure compliance throughout the procurement process. (35%)

Coordinate the creation and execution of solicitation timelines, collaborating closely with program staff to ensure timelines are realistic and effectively support the agency's strategic objectives.

Adjust timelines as necessary during solicitation development and communicate any modifications to program staff. (20%)

Maintain procurement records and ensure that agency procurements adhere to state purchasing regulations, records retention laws, and policies and procedures of the Human Services Commission (HHSC).

Oversee correspondence, issues, and action items to ensure timely responses and resolution of matters, including processing Open Records requests.

Act as a representative of Procurement and Contracting Services (PCS) at meetings concerning anticipated or ongoing procurements. (10%)

Perform additional duties as assigned, including participating in or supporting the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation.

Required Knowledge, Skills, and Abilities:
Familiarity with state and federal laws and regulations governing state purchasing
Understanding of purchasing and procurement methods and procedures
Knowledge of Texas procurement principles and practices
Awareness of Department of Information Resources procurement rules and statutes
Proficiency in using computers and relevant software
Problem-solving skills, including the ability to ask pertinent questions and identify resources for necessary information

Skills in prioritizing and scheduling in a fast-paced environment
Ability to multitask under tight deadlines
