Job Objective: The Senior Procurement Specialist will undertake advanced and intricate purchasing, procurement, and contract development tasks for the Administration Division at the Texas Historical Commission (THC). Responsibilities include strategizing, organizing, coordinating, and drafting specifications for goods and services, bid documents, procurement paperwork, and converting requisitions into purchase orders. The role also encompasses preparing and managing substantial construction contracts while maintaining comprehensive records of items procured, received, and distributed for the agency. This position operates with minimal oversight, allowing for significant initiative and independent judgment.

Essential Duties:

  • Purchasing:
  • Process requisitions and procure merchandise, supplies, and equipment, including initiating and approving emergency purchases while adhering to established guidelines, rules, policies, and regulations.
  • Prepare and review bids and orders to ensure accuracy, terminology, and specifications.
  • Evaluate and tabulate bids and orders to identify the most advantageous offers for optimal value acquisition.
  • Coordinate, assess, and disseminate bid invitations to vendors.
  • Monitor compliance with legal and regulatory purchasing requirements.
  • Track contractor performance and assist in resolving procurement-related issues.
  • Oversee the receipt, storage, and distribution of purchased items.
  • Maintain logs for requisitions and purchase vouchers.
  • Prepare or assist in generating necessary purchasing reports.
  • Manage vendor files and contracts.
  • Support agency personnel in understanding and navigating the purchasing process.
  • Develop solicitations by identifying provider resources, outlining services to be rendered, evaluating bidder information, and negotiating contract specifications.
  • Assist in drafting specifications for bids.
  • Participate in procurement-related meetings, including kick-off and pre-proposal sessions, post-award conferences, team briefings, and evaluation scoring.
  • Prepare purchase contracts and issue purchase orders for awarded bids.
  • May provide training to others.
  • Adhere to a consistent work schedule with regular attendance.
  • Comply with all THC safety protocols and ethical standards.

HUB Program Assistance:

  • Facilitate adherence to the agency's good faith effort criteria, HUB reporting, and outreach initiatives for HUB participation.
  • Validate vendor-submitted HUB Subcontracting Plans and Monthly Progress Reports for compliance.
  • Assist vendors in obtaining HUB certification.
  • Prepare or assist in generating required HUB reports.
  • Maintain a consistent work schedule with regular attendance.
  • Follow all THC safety protocols and ethical standards.

Qualifications:

  • Graduation from a four-year college or university (two years of relevant work experience may substitute for one year of college);
  • Minimum of two years (Purchaser IV) or four years (Purchaser V) of experience in the procurement of goods and services within a governmental agency;
  • Certified Texas Procurement Manager (CTPM) or Certified Texas Contract Developer (CTCD).
  • Valid driver's license and acceptable driving record.
  • Ability to travel up to 10% of the work period.

Preferred Qualifications:

  • Graduation from an accredited four-year college or university;
  • Experience in the procurement of goods and services at a Texas state agency;
  • Experience using Centralized Accounting and Payroll/Personnel System (CAPPS).

Knowledge, Skills, and Abilities:

  • In-depth knowledge of purchasing and procurement methods, contracting regulations, and negotiation techniques.
  • Effective verbal and written communication skills, along with strong human relations and organizational abilities.
  • Proficient critical thinking skills.
  • Ability to operate personal computers with word processing, database management, and spreadsheet software.
  • Capacity to deliver exceptional customer service to both internal and external stakeholders.
  • Ability to evaluate contracts and recommend future actions; interpret policies, procedures, and regulations; assess fiscal data for reasonableness and compliance with contract requirements.
  • Ability to analyze problems, assess alternatives, and propose effective solutions.
  • Ability to work efficiently under pressure and meet deadlines while maintaining meticulous attention to detail.
  • Ability to manage multiple tasks in a dynamic environment.
  • Ability to plan, organize, and work independently, as well as collaboratively within a team.

Registration, Certification, or Licensure: Must possess or obtain a valid Driver's License and complete a Defensive Driving Course to operate state vehicles; Certified Texas Procurement Manager (CTPM) or Certified Texas Contract Developer (CTCD).

Environment/Physical Conditions: The role requires extended periods of computer work and may involve working additional hours, including evenings and weekends as necessary. The work environment is primarily office-based, with potential exposure to dust and allergens typical of standard business activities. The position is mostly sedentary but may involve walking, standing, and lifting items weighing up to 30 pounds. Regular in-office presence is required, though the agency's telework policy may allow for up to three days per week of remote work, subject to job performance requirements.
