Department Overview

The Transmission System Planning (TSP) division is responsible for conducting interconnection assessments, multi-year evaluations, and formulating a comprehensive portfolio of transmission expansion strategies and initiatives. These efforts are aimed at fulfilling the organization's transmission requirements to ensure the delivery of safe and reliable electric service to customers, while complying with North American Electric Reliability Corporation (NERC) and Western Electricity Coordinating Council (WECC) planning standards. TSP team members actively engage in the development of NERC and WECC standards for electric transmission reliability and contribute to the formulation of transmission expansion policies and strategies aligned with the Company's Renewable Portfolio Standards (RPS) objectives. Additionally, the department provides essential support to project implementation teams, operational units, legal, contract, and other internal divisions.

Position Summary

This role is represented by the Engineers and Scientists of California (ESC) and is subject to collective bargaining agreements.

The Senior Transmission Planning Engineer is tasked with delivering technical, planning, and project execution support for transmission, substation, and distribution systems. The level of responsibility associated with this position is commensurate with experience and demonstrated capabilities.

This role is hybrid, allowing for work from a remote office and an assigned work location based on business requirements. The designated work location will be within the PG&E Service Territory.

Compensation

PG&E is providing the salary range that the company in good faith believes it might pay for this position at the time of the job posting. This compensation range is specific to the locality of the job. The actual salary paid to an individual will be based on multiple factors, including, but not limited to, specific skills, education, licenses or certifications, experience, market value, geographic location, collective bargaining agreements, and internal equity.

The salary range is:

CA Minimum: $148,272

CA Maximum: $190,488

Key Responsibilities

  • Preparation of base cases
  • Lead and manage the approval process for PG&E's transmission load forecasts
  • Oversee generator testing and model development
  • Develop models for HVDC or other non-standard equipment for power flow and dynamic stability analysis
  • Conduct transmission system studies
  • Serve as the primary lead in transmission planning studies, including long-term studies that create strategies and comprehensive plans to ensure the safe, reliable, economic, and efficient operation of the electric transmission system
  • Lead and support the development of the Annual Transmission Planning Assessment and Expansion Plan
  • Provide technical guidance to internal departments (Engineering, Operations, Substation and T-line asset strategy, Distribution Planning, etc.) on planning and policy matters
  • Lead complex studies, including RAS design-related studies
  • Develop and standardize new analytical methods for power system analysis/modeling
  • Lead the creation of interconnection handbooks, criteria, and standards for WECC/NERC compliance
  • Guide and mentor lower-level engineers on interconnection studies, as appropriate
  • Project Implementation
  • Provide technical expertise and leadership in the execution of complex and large-scale projects, including those requiring a Permit to Construct (PTC)
  • Implement complex projects necessitating a CPCN permit with guidance
  • Compliance and Regulatory
  • Lead the preparation of necessary filings with regulatory agencies regarding transmission projects
  • Oversee compliance with FERC/NERC/WECC/CAISO requirements, including F1004 forms, RIMS, FNM, and FAC, TPL, NUC, and MOD reliability standards and criteria
  • Conduct annual Gap Analysis for FERC/NERC compliance
  • Participate in strategic planning and capital investment activities

Qualifications

Minimum:

  • Bachelor of Science degree in Electrical Engineering or a related technical discipline from an accredited curriculum in the US or the equivalent from outside the US
  • 8 years of experience in electrical engineering, planning, and/or operations

Desired:

  • Current and active California PE license in Electrical Engineering
  • Master's degree in Electrical Engineering
  • Knowledge and experience in power system theory and analysis
  • Familiarity with PG&E's electric transmission system
  • Understanding of NERC and WECC reliability standards
  • Experience in system operations, engineering, asset strategy, or system protection
  • Previous experience with GE PSLF Program or similar load flow program
  • Proficiency in programming languages such as Matlab, Python, VBA, EPCL
