Department Overview
The Transmission System Planning (TSP) division is dedicated to conducting interconnection assessments, long-term evaluations, and formulating a comprehensive portfolio of transmission expansion strategies and initiatives to fulfill the organization's transmission requirements for delivering safe and dependable electric service to our clientele, while complying with North American Electric Reliability Corporation (NERC) and Western Electricity Coordinating Council (WECC) planning regulations. The TSP team actively engages in the NERC and WECC standard development processes for electric transmission reliability. Furthermore, the department plays a pivotal role in shaping transmission expansion policies and strategies to achieve the Company's Renewable Portfolio Standards (RPS) objectives. Additionally, TSP provides essential support to project implementation teams, operational units, legal, contractual, and other internal departments.
Position Summary
This role is represented by the Engineers and Scientists of California (ESC) and is subject to collective bargaining agreements.
The Senior Transmission Planning Engineer is tasked with delivering technical, planning, and project execution support for transmission, substation, and distribution networks. The level of responsibility associated with this position escalates with experience and proven capabilities.
This position operates in a hybrid model, allowing work from a remote office as well as an assigned work location based on business requirements. The designated work location will be within the PG&E Service Territory.
Compensation
PG&E is sharing the salary range that the company, in good faith, believes it might offer for this position at the time of the job posting. This compensation range is specific to the job's locality. The actual salary awarded to an individual will be influenced by various factors, including but not limited to specific skills, education, licenses or certifications, experience, market value, geographic location, collective bargaining agreements, and internal equity.
The salary range is:
CA Minimum: $148,272
CA Maximum: $190,488
Key Responsibilities
- Preparation of base cases
- Lead and oversee the approval process for PG&E's transmission load forecasts.
- Manage generator testing and model development.
- Create models for HVDC or other non-standard equipment for power flow and dynamic stability analysis.
- Conduct transmission system studies.
- Serve as the primary lead in transmission planning studies, including long-term studies that develop strategies and comprehensive plans to ensure the safe, reliable, economical, and efficient operation of the electric transmission system.
- Guide and support the development of the Annual Transmission Planning Assessment and Expansion Plan.
- Provide technical direction to internal departments (Engineering, Operations, Substation and T-line asset strategy, Distribution Planning, etc.) on planning and policy matters.
- Lead complex studies, such as those related to RAS design.
- Develop and standardize innovative analytical methods for power system analysis/modeling.
- Oversee the creation of interconnection handbooks, criteria, and standards for WECC/NERC compliance.
- Mentor and direct the work of junior engineers on interconnection studies, as appropriate.
- Project Implementation
- Deliver technical expertise and lead the execution of complex and large-scale projects, including those requiring a Permit to Construct (PTC).
- Implement intricate projects necessitating a CPCN permit with appropriate guidance.
- Compliance and Regulatory
- Lead the preparation of the need portion of filings with regulatory agencies concerning transmission projects as required.
- Oversee FERC/NERC/WECC/CAISO compliance requirements, including F1004 forms, RIMS, FNM, and FAC, TPL, NUC, and MOD reliability standards and criteria.
- Conduct annual Gap Analysis for FERC/NERC compliance.
- Engage in short and long-term strategy and capital investment planning activities.
Qualifications
Minimum:
- Bachelor of Science degree in Electrical Engineering or a related technical field from an accredited institution in the US or an equivalent from outside the US.
- 8 years of experience in electrical engineering, planning, and/or operations.
Desired:
- Current and active California PE license in Electrical Engineering.
- Master's degree in Electrical Engineering.
- Knowledge and experience in power system theory and analysis.
- Familiarity with PG&E's electric transmission system.
- Understanding of NERC and WECC reliability standards.
- Experience in system operations, engineering, asset strategy, or system protection.
- Prior experience with GE PSLF Program or similar load flow software.
- Proficiency in programming languages such as Matlab, Python, VBA, EPCL.
