Department Overview
The Transmission System Planning (TSP) division is responsible for conducting interconnection analyses, long-term evaluations, and formulating a comprehensive suite of transmission enhancement strategies and initiatives. These efforts are aimed at fulfilling the organization’s transmission requirements to ensure the provision of safe and dependable electric service to our clientele, while complying with the standards set forth by the North American Electric Reliability Corporation (NERC) and the Western Electricity Coordinating Council (WECC). The TSP team plays an active role in the development of NERC and WECC standards for electric transmission reliability and is engaged in shaping transmission expansion policies to align with the Company's Renewable Portfolio Standards (RPS) objectives. Additionally, the department offers support to various project implementation teams, operational units, legal departments, and other internal stakeholders.
Position Summary
This role is represented by the Engineers and Scientists of California (ESC) and is subject to collective bargaining agreements.
The Senior Transmission Planning Engineer is tasked with delivering technical expertise, planning, and project execution support for transmission, substation, and distribution networks. The complexity and responsibility of this role will increase with the candidate's experience and proven capabilities.
This position is hybrid, requiring work from both a remote office and a designated work location as per business requirements.
Compensation
PG&E provides a salary range that reflects the company's good faith belief regarding compensation for this position at the time of posting. This range is specific to the job's locality. Actual salaries will be determined based on various factors, including specific skills, education, licenses or certifications, experience, market value, geographic location, collective bargaining agreements, and internal equity.
Salary Range:
Minimum: $148,272
Maximum: $190,488
Key Responsibilities
- Preparation of base cases
- Lead and oversee the approval process for PG&E's transmission load forecasts
- Conduct generator testing and model development
- Create models for HVDC or other specialized equipment for power flow and dynamic stability assessments
- Perform transmission system studies
- Serve as the primary lead in transmission planning studies, including long-term analyses that formulate strategies and comprehensive plans to ensure the safe, reliable, economical, and efficient operation of the electric transmission network
- Lead and assist in the development of the Annual Transmission Planning Assessment and Expansion Plan
- Provide technical guidance to internal departments (Engineering, Operations, Substation and T-line asset strategy, Distribution Planning, etc.) on planning and policy matters
- Lead complex studies related to RAS design
- Develop and standardize innovative analytical methods for power system analysis and modeling
- Guide the creation of interconnection handbooks, criteria, and standards for compliance with WECC/NERC
- Direct and mentor junior engineers on interconnection studies, as appropriate
- Project Implementation
- Provide technical expertise and leadership in executing complex, large-scale projects, including those requiring a Permit to Construct (PTC)
- Implement intricate projects necessitating a CPCN permit with appropriate guidance
- Compliance and Regulatory
- Lead the preparation of necessary filings with regulatory agencies regarding transmission projects
- Oversee compliance with FERC/NERC/WECC/CAISO requirements, including F1004 forms, RIMS, FNM, and FAC, TPL, NUC, and MOD reliability standards
- Conduct annual Gap Analysis for FERC/NERC compliance
- Engage in short and long-term strategic and capital investment planning activities
Qualifications
Minimum:
- Bachelor of Science degree in Electrical Engineering or a related technical field from an accredited institution in the US or equivalent international qualification
- 8 years of experience in electrical engineering, planning, and/or operations
Desired:
- Active California PE license in Electrical Engineering
- Master's degree in Electrical Engineering
- Knowledge and experience in power system theory and analysis
- Familiarity with PG&E's electric transmission infrastructure
- Understanding of NERC and WECC reliability standards
- Experience in system operations, engineering, asset strategy, or system protection
- Prior experience with GE PSLF Program or similar load flow software
- Proficiency in programming languages such as Matlab, Python, VBA, EPCL
