Position: Business Consultant III

Location: Springfield, VA (HYBRID – 3 days on site)

Minimum Education Requirement: Bachelor's Degree (or higher) in a relevant discipline, along with a minimum of 5-7 years of experience in supporting US Government acquisition initiatives. Candidates lacking a related degree may substitute with an additional nine (9) years of relevant experience.

Inalab Consulting Inc is seeking a Business Consultant III to provide support to the National Geospatial-Intelligence Agency (NGA) through the Enterprise Contract Support Services (ECSS). The selected candidate will play a crucial role in delivering business leadership by transforming data into actionable insights and visual representations, while possessing a comprehensive understanding of acquisition functions pertinent to Program Management Offices (PMOs) within the Enterprise Contracts Office (TCC).

The ideal candidate will hold an active TS/SCI clearance and demonstrate exceptional analytical capabilities and expertise in acquisitions. A proven track record of fostering collaborative relationships with key technical personnel and cross-functional project teams is essential to ensure the effective creation and delivery of clear, concise, and actionable tasks aligned with the agency's operational objectives.

Key Responsibilities:

Provide business leadership for management, organizational, or business enhancement projects, including strategic consulting, surveys, business process reengineering, change management, training, facilitation, and program management.

  • Proven experience in identifying and analyzing user business challenges to be addressed through automated systems, adhering to established industry standards.
  • Experience in developing dashboards that effectively communicate metrics to non-technical stakeholders, including articulating caveats and limitations while illustrating current states and improvement strategies.
  • Expertise in analyzing data sets, including the development, manipulation, or maintenance of databases.
  • Evaluate business or operational procedures to determine the most efficient methods for task completion, emphasizing analytics processes that enhance insights into ongoing strategic initiatives, including data visualization efforts.
  • Gather and analyze financial data, providing recommendations and summarizing cost and schedule information for briefings to internal/external leadership or senior stakeholders.
  • Ability to conceptualize improvements in acquisition program strategies and present findings to senior management.
  • Experience in supporting services-based acquisition programs, providing Contractor Full-Time Equivalent (CFTE) support to external entities.
  • Specialized experience with various contract types, including Cost Plus Fixed Fee (CPFF), Cost Plus Incentive Fee (CPIF), Cost Plus Award Fee (CPAF), Firm Fixed Price (FFP), Time and Materials (T&M), and Multi-Award Indefinite Delivery/Indefinite Quantity (IDIQ).
  • Experience in assisting with US Government pre-acquisition activities, such as market research and drafting essential documents like Acquisition Strategies and Source Selection Plans.
  • Improving the quality of Government acquisition documents, including Statements of Work (SOWs), Independent Government Cost Estimates (IGCEs), and Acquisition Plans.

Required Skills:

  • Advanced proficiency in commercial off-the-shelf (COTS) statistical software or data visualization tools (e.g., SPSS, SAS, MatLab, Tableau).
  • Experience in Microsoft SharePoint Site Administration.
  • Advanced proficiency in Microsoft Office Suite (Excel, PowerPoint, Access), including relational data techniques.

Preferred Qualifications:

  • Familiarity with Microsoft SharePoint enabling technologies, such as Nintex Forms, HTML, CSS, and jQuery/JavaScript.
  • Knowledge of process improvement methodologies, including Robotic Process Automation, Lean Six Sigma, Kaizen, or Total Quality Management.
  • Relevant certifications such as Defense Acquisition Workforce Improvement Act (DAWIA), Project Management Professional (PMP), or similar.
