Opportunity Summary
Inalab Consulting Inc is seeking a Business Consultant III to provide vital support to the National Geospatial-Intelligence Agency (NGA) through the Enterprise Contract Support Services (ECSS). The selected candidate will play a crucial role in offering business leadership by interpreting and customizing data into actionable insights and visual representations, while possessing a comprehensive understanding of standard acquisition operations for Program Management Offices (PMOs) within the Enterprise Contracts Office (TCC).
The ideal candidate will hold an active TS/SCI clearance and demonstrate proven analytical capabilities and expertise in acquisitions, alongside a strong history of fostering collaborative relationships with key technical personnel and cross-functional project teams. This will ensure the development and delivery of clear, concise, and actionable tasks aligned with the agency's operational objectives.
Essential Experience:
The candidate will support business leadership in management, organizational, or business enhancement projects, which may include:
- Strategic consulting, surveys, and business process reengineering.
- Change management, training, facilitation, and program management.
- Proven experience in developing and analyzing user business challenges to be addressed with automated systems utilizing established industry standards.
- Experience in creating dashboards that effectively communicate metrics to non-technical stakeholders, including articulating caveats and limitations of the current state while providing insights for improvement strategies.
- Data analysis experience, including the development, manipulation, or maintenance of databases.
- Assessment of business or operational procedures to determine the most efficient methods for task completion, with a focus on analytics processes that enhance insights into ongoing strategic plans, including analytic/data visualization activities.
- Financial data gathering and analysis, along with the ability to summarize cost and schedule information for briefings to internal/external leadership or senior stakeholders.
- Capability to conceptualize improvements in acquisition program strategies and present findings to senior management.
- Experience in supporting services-based acquisition programs, providing Contractor Full-Time Equivalent (CFTE) support to external entities.
- Specialized experience with various contract types, including Cost Plus Fixed Fee (CPFF), Cost Plus Incentive Fee (CPIF), Cost Plus Award Fee (CPAF), Firm Fixed Price (FFP), and others.
- Experience in supporting US Government pre-acquisition activities, such as market research and drafting key documents like Acquisition Strategies and Source Selection Plans.
- Improvement of the quality of Government acquisition documents, including Statements of Work (SOWs) and Independent Government Cost Estimates (IGCEs).
Required Skills:
- Advanced proficiency in commercial off-the-shelf (COTS) statistical software or data visualization tools (e.g., SPSS, SAS, MatLab, Tableau).
- Microsoft SharePoint Site Administration expertise.
- Advanced proficiency in Microsoft Office Suite (Excel, PowerPoint, Access), including relational data techniques.
Preferred Qualifications:
- Familiarity with Microsoft SharePoint enabling technologies, such as Nintex Forms, HTML, CSS, and jQuery/JavaScript.
- Knowledge of process improvement methodologies, including Robotic Process Automation, Lean Six Sigma, and Total Quality Management.
- Relevant certifications such as Defense Acquisition Workforce Improvement Act (DAWIA) or Project Management Professional (PMP).
