Senior Acquisition Specialist

The Senior Acquisition Specialist at STEM Solutions will be responsible for providing comprehensive contracting support for the procurement of both commercial and non-commercial goods and services, aligning with the needs of the U.S. Government. This role encompasses a variety of pre-and post-award acquisition and procurement functions, including strategic advice on contracting and contract management, resolution of vendor issues, and contract termination and closeout processes.

Key Responsibilities:
  • Conduct thorough market analysis and data investigations to inform agency policies and programmatic issues.
  • Establish procurement goals for Government initiatives with an emphasis on competitive practices and pricing structures.
  • Develop federal contracting mechanisms and implement pricing strategies, including small business set-aside initiatives.
  • Draft a range of acquisition and solicitation documents, including Performance Work Statements, Statements of Work, and Quality Assurance Surveillance Plans.
  • Support outreach and engagement efforts related to geospatial services and contribute to the research and development of innovative GEOINT technologies.
  • Evaluate cost components in contractor proposals and assist in formulating negotiation tactics.
  • Collaborate with program officials to clarify requirements and recommend contracting alternatives.
  • Facilitate source selection processes, proposal assessments, and the preparation of contract award documentation.
  • Assist in contract management tasks, including funding allocations, cost modifications, extensions, change orders, and contract closures.
  • Prepare and oversee acquisition plans and timelines, ensuring the execution of closeout procedures.
  • Perform additional relevant duties as required.
Required Skills and Qualifications:
  • In-depth knowledge of the Federal Acquisition Regulation (FAR).
  • Bachelor's degree in Engineering or a related discipline.
  • A minimum of 5 years of experience in federal acquisitions or procurement.
  • Proven ability to independently resolve complex challenges.
  • Strong communication and teamwork capabilities.
  • Familiarity with government acquisition systems such as PRISM.
  • Excellent writing skills, along with experience in marketing and outreach.
  • Client-oriented approach with a focus on satisfaction.
  • Adaptability to changing client needs and policies.
  • Proficiency in Microsoft Office and Windows environments.
Security Clearance Requirement:
  • Top Secret SCI clearance is mandatory.
