The Hampton Roads Connector Partners JV (HRCP), which includes VINCI Construction, Dragados, and Flatiron, has been awarded the monumental $3.3BN Design Build project – the largest civil construction contract granted by the Virginia Department of Transportation (VDOT).


The project entails a comprehensive scope across a 9-mile stretch of the I-64, featuring a new 3.5-mile bridge-tunnel crossing designed to support a total of 8 lanes, the replacement of existing marine approach bridges, and the addition of a third lane on I-64 in both directions.

The twin 45-foot diameter, 1.5-mile tunnels will be excavated using Tunnel Boring Machines (TBM), establishing the second largest TBM tunnel opening in North America.


Key Responsibilities:


Oversee the management of the project procurement strategy in alignment with approved corporate and project policies, procedures, plans, and budgets.

Facilitate communication with bidders, suppliers, and subcontractors regarding all procurement-related issues.
Supervise the creation of bid inquiry documents, bid tabulations, and selection recommendations.
Lead negotiations and the preparation of contracts, including the issuance of approvals for contract documents, subcontracts, and purchase orders.

Coordinate expediting, logistics, and traffic concerning the delivery of supplier equipment and materials to the site.

Investigate new materials for design enhancements and cost efficiencies.
Develop and implement innovative purchasing strategies aimed at achieving ongoing cost reductions and simplifying processes.

Maintain and enhance relationships with subcontractors and suppliers to ensure adequate resources for all projects while continuously improving pricing and quality.

Assist in resolving invoice or contract disputes.

Collaborate with project segment managers, contract administrators, buyers, expeditors, inspectors, materials controllers, transportation and logistics personnel, and other relevant parties as necessary.

Perform additional related duties as assigned.

Qualifications:
High school diploma or GED from an accredited institution.
A minimum of 5 years of procurement experience in a heavy civil construction setting.
At least 3 years of field or project-based procurement experience within the construction sector.

Preferred Qualifications:
Bachelor's degree is preferred.
Experience in the local Virginia market is highly desirable.
Familiarity with SmartBid software.
Proficient in MS Office suite, including Word and Excel.
Comprehensive knowledge of procurement best practices, import regulations, competitive bidding, market conditions, and general contract terms and conditions is essential.
Strong negotiation skills, with the ability to balance conflicting service and financial requirements.
Excellent analytical and problem-solving abilities.
Results-oriented with the capacity to effectively manage multiple priorities and timelines.
Exceptional time management skills and the ability to work both independently and collaboratively within a team.
Must demonstrate outstanding judgment, discretion, and professional courtesy.
