Senior Program Development Specialist for Child Welfare Services

The Senior Program Development Specialist plays a pivotal role in the Arizona Official Website of State of Arizona, serving as a subject matter expert on direct client service program development and assigned to one or more service program areas. This position requires expertise in substance use disorder assessment and treatment, parent skill-building, unit psychological consultation, psychological evaluations, parenting time, and counseling.
This is a senior-level position that may offer remote work options within Arizona, based upon business needs and performance measures. The State of Arizona prioritizes a work culture that offers employees flexibility, autonomy, and trust.
Key Responsibilities:
- Conducts literature reviews, data analysis, interviews, and other data collection to identify target populations and needs, and evaluates the fit and feasibility of potential programs and services.
- Covers with DCS staff who oversee fidelity monitoring of contracted services, sharing and reviewing fidelity and outcome information related to service delivery, discussing evaluation results, developing and designing program manuals, and ensuring training for standards.
- Supports, reviews, and responds to internal and external audits and evaluations of assigned programs or services.
- Remains knowledgeable about current literature and engages with national organizations, participating in learning opportunities to maintain expertise on the latest evidence and practices in assigned programs or services.
- Participates in provider meetings to give and receive information about program design, fidelity of delivery, and outcomes.
- Provides subject matter expert input into DCS policy and procedures, practice guidelines, training curricula, and fiscal modeling related to assigned programs and services.
- Familiarity with federal and state child welfare and child protection law, rules, and policies governing permanency planning.
- Knowledge of DCS services and program models, including SAFE AZ, Team Decision Making, Fostering Sustainable Connections, Strength-Based Supervision, and others.
- Understanding of evidence-informed and evidence-supported practices and programs supporting safety, permanency, and well-being outcomes.
- Awareness of program implementation and change management frameworks.
- Familiarity with federal, state, and local programs and resources regarding area of assignment.
- Knowledge of DCS Contracts and Procurement policy and procedures.
- Bachelor's Degree in a related field, such as Public Administration, Business, Public Policy, Social Work, or Law.
- 5+ years of experience in child welfare or related government or private/non-profit sector work matching knowledge, skills, and abilities.
Estimated Salary Range: $65,000 - $85,000 per year.
