Job Summary:

The primary responsibility of this position is to develop and implement Department Rules. This includes researching, reviewing, analyzing, and writing Department policies and procedures. The position also represents the Department at the Governor's Regulatory Review Council and at public hearings.

This position may offer the ability to work remotely within Arizona, based on the department's business needs and continual meeting of expected performance measures.

The State of Arizona strives for a work culture that affords employees flexibility, autonomy, and trust. Many State employees participate in the State's Remote Work Program and are able to work remotely in their homes, offices, and hoteling spaces.

Key Responsibilities:

  • Drafts and facilitates the implementation of DCS rules in compliance with the Administrative Procedures Act and the Department's policies and procedures.
  • Represents the Department at the Governor's Regulatory Review Council and at public hearings on proposed rule making.
  • Prepares agency reports and documents, including those required by the Administrative Procedures Act.
  • Provides technical assistance to DCS staff regarding the rule making process and Department policies and procedures.
  • Researches and analyzes current and pending legislation and other authoritative sources that may impact the development of Department Rules.
  • Conducts public meetings and engages with external partners and stakeholders on Department rule making activities.

Requirements:

  • Knowledge of the rule making process, including requirements of the Administrative Procedures Act.
  • Knowledge of child welfare practices.
  • Knowledge of the Arizona legislative process.
  • Skills in writing and editing highly technical material.
  • Skills in researching and comprehension of legal and regulatory issues.
  • Ability to analyze, reason logically, and use independent judgment.
  • Ability to facilitate meetings with internal and external stakeholders.

Preferred Qualifications:

  • Bachelor's degree in a field that requires strong writing and research skills.
  • Two years of experience in the field of law, government, policy, and/or regulatory issues.
  • Training and/or experience in the rule making process, specifically the requirements of the Administrative Procedures Act.
