About this Opportunity

The Salvation Army is seeking a highly skilled and experienced Director of Social Services to lead our social services programs. As a key member of our team, you will be responsible for planning, directing, and coordinating the administration of all social service programs within the department.

Key Responsibilities
  • Program Development and Administration
    • Design and supervise the administration of all social service programs, including emergency shelters, family crisis intervention, transitional living shelters, and domestic violence shelters.
    • Develop, implement, and enforce program policies and procedures.
    • Evaluate program effectiveness and develop enhancements to improve overall operations and delivery of services.
  • Staff Supervision and Management
    • Supervise, plan, assign, coordinate, and monitor the work of all staff working for the Social Services Department.
    • Instruct and train staff in the proper methods and procedures.
    • Monitor work in progress and upon completion to ensure compliance with established policies and procedures.
    • Conduct performance evaluations and provide hiring/firing and salary recommendations.
  • Program Operations and Compliance
    • Supervise, review, monitor, and audit all program records and client files.
    • Ensure the accuracy, completeness, and confidentiality of the same as well as compliance with established policies and procedures.
  • Facilities and Equipment Management
    • Supervise and monitor the maintenance of social service buildings and equipment.
    • Ensure facilities are well maintained and in compliance with local, state, and federal regulations.
  • Grant Writing and Administration
    • Write and submit grant proposals for social service programs.
    • Process and implement contracts upon approval.
    • Ensure that department operations are in compliance with contract restrictions.
  • Financial Management
    • Prepare and propose departmental budget.
    • Review budget regularly to track funding and expenditures in order to determine compliance with budget projections and constraints.
  • Community Relations and Development
    • Perform community relations functions to promote programs by speaking to groups and coordinating volunteer efforts.
    • Serve as The Salvation Army representative with the media.
    • Serve as member of various community agency boards as requested.
    • Serve as liaison to the United Way.
  • Crisis Intervention Counseling
    • Perform crisis intervention counseling for walk-in clients focusing on the immediate problem and assessing the situation, determining their motivation for help, and designating appropriate resources for referral for short-term and/or long-term counseling and additional services.
  • Professional Development
    • Attend professional conferences and seminars and read professional journals to maintain awareness of modern and effective social service program development/administration techniques.
  • Procedural Manual Development
    • Develop and maintain procedural manuals for all social service programs.
Requirements
  • Education and Experience
    • Bachelor's degree from an accredited college or university in Social Work or a related field.
    • Four years progressively responsible experience administering social service programs with at least two years in a supervisory capacity.
    • Any equivalent combination of training and experience which provides the required knowledge, skills, and abilities.
  • Knowledge and Skills
    • Knowledge of the principles and practices of social service program development and administration.
    • Knowledge of the principles and practices of crisis intervention counseling as well as the dynamics and issues of domestic violence and sexual abuse.
    • Knowledge of the principles and practices of budget administration.
    • Knowledge of the principles and practices of public relations.
    • Knowledge of the procedures for applying for, securing, and maintaining grant funding.
    • Knowledge of local, state, and federal regulations governing social service programs.
    • Knowledge of social service resources and agencies in the community.
    • Knowledge of effective communication and motivation practices.
  • Abilities
    • Ability to motivate, lead, supervise, and evaluate subordinate personnel.
    • Ability to provide leadership in the community to promote program services.
    • Ability to perform public speaking.
    • Ability to develop, implement, and enforce program policies and procedures.
    • Ability to audit client records and ensure accuracy, completeness, and confidentiality.
Physical Requirements and Working Conditions
  • Ability to meet attendance requirements.

  • Limited amount of physical effort required associated with walking, standing, lifting, and carrying light objects (less than 25 lbs.) 5-10% of work time.
