Position Overview

We are seeking a Senior Electric Power Systems Engineer. In this role, you will engage in a range of advanced engineering, planning, design, protection, maintenance, operations, construction, and modification tasks related to the transmission, substation, and distribution facilities (115kV, 13.8kV, 12kV, and 4kV) that support LLNL's Main Site and Site 300. This position is part of the Electric Utility Division within the Infrastructure Maintenance and Utilities Department and may involve work at Site 300.

This role may be filled at either level based on the knowledge and experience assessed by the hiring team. Additional responsibilities will be assigned if hired at the higher level.

This position necessitates full-time on-site presence due to the nature of the work.

Your Responsibilities
  • Evaluate short and long-term electric utility system capability deficiencies by analyzing complex system component capabilities and anticipated load growth. Propose economic and timely solutions for system reinforcements to rectify identified deficiencies and uphold LLNL's electric utility systems service reliability and quality objectives.
  • Conduct electric utility system load-flow and economic studies to substantiate engineering recommendations.
  • Assess electric utility system protection requirements and recommend protection schemes for transmission lines, substations, metal-clad switchgear, and distribution circuits. Set and coordinate all protective relays and provide supporting fault-duty studies.
  • Develop and implement maintenance and operational procedures and standards for electric utility system equipment.
  • Review and approve test reports, as-built switchgear drawings, system one-line diagrams, and associated system documentation to ensure system load parameters remain within limits during abnormal circuit configurations.
  • Monitor existing electric utility system parameters and provide engineering recommendations to maintain the system within allowable limits.
  • Conduct electric utility system arc-flash assessments and determine appropriate in-field personal protective equipment.
  • Collaborate with colleagues, mid-level management, and customer representatives on matters requiring cross-organizational coordination.
  • Perform additional duties as assigned.
Additional Responsibilities at the TSS.4 Level
  • Lead technical teams in creating detailed engineering designs and construction packages for electric utility system equipment upgrades and replacements.
  • Oversee project coordination and provide construction oversight for Electric Utility Division projects.
  • Guide the review process for site-wide electric utility systems projects from initial concept through construction, ensuring compliance with design, code conformance, safety, environmental standards, equipment specifications, and acceptance testing criteria.
Qualifications
  • Ability to secure and maintain a U.S. DOE Q-level security clearance, which requires U.S. citizenship.
  • Bachelor's degree in electrical engineering (with a focus on power systems) or an equivalent combination of education and relevant experience, and the ability to obtain professional registration as an Electrical Engineer in California or through reciprocity from another state within 12 months.
  • Advanced knowledge and experience in one or more of the following areas: (1) electric utility substation and distribution system engineering, maintenance, and operations; (2) California Public Utility Commission General Orders and other applicable codes and standards; (3) electric utility system analysis software to perform load-flow, fault-duty, protective device coordination, and arc-flash studies; experience in conducting engineering economic studies and making recommendations to management and stakeholders.
  • Proficient in Microsoft Word, Excel, and PowerPoint, with experience using AutoCAD for design drawings.
  • Significant experience in electric utility system safety practices in accordance with relevant codes and standards.
  • Exceptional verbal and written communication skills to effectively collaborate in a team environment and present technical information to management.
  • Self-motivated to perform, execute, and enhance work practices for oneself and the department.
Additional Qualifications at the TSS.4 Level
  • Required professional registration as an Electrical Engineer in California or another state.
  • Extensive experience in preparing engineering designs and construction packages for electric utility system equipment upgrades and replacements.
  • Expert communication and collaboration skills to effectively interact with all levels of personnel and present technical information to senior management and external stakeholders.
  • Significant experience in overseeing project coordination and construction oversight of electric utility system projects.
  • Proven ability to work independently and lead teams to achieve strategic objectives.
