Organizational Context

This role is situated within the Secretariat of the Headquarters Committee on Contracts (HCC) and the Headquarters Property Survey Board (HPSB), functioning under the Office of the Under-Secretary-General of the Department of Management Strategy, Policy and Compliance (DMSPC). The HCC is formed in accordance with Financial Rule and provides written guidance to the Assistant Secretary-General, Office of Supply Chain Management, as well as officials with delegated authority in entities outside of Headquarters, regarding procurement activities leading to contract awards.

The HPSB operates under Financial Rule 105.22, offering written advice to the Under-Secretary-General, DMSPC, and officials with delegated authority in external entities concerning loss, damage, or discrepancies related to United Nations property.

The incumbent will report directly to the Deputy Chair and the Chair of the Headquarters Committee on Contracts and the Headquarters Property Survey Board.

Key Responsibilities

  • Organizing and coordinating meetings for the HCC/HPSB.
  • Ensuring the prompt and effective distribution of procurement case presentations and relevant documentation among committee members.
  • Drafting minutes and recommendations for the HCC and HPSB meetings.
  • Liaising with the Procurement Division and field offices to address procedural issues, request additional information, or clarify presentations, while transmitting inquiries raised by members regarding case presentations under review.
  • Maintaining a secure and permanent record of all minutes, recommendations, and case presentations reviewed by the Committee.
  • Compiling statistics related to the workload, activities, and other aspects of the Committee's operations.
  • Assisting the Chair in preparing reports, briefing notes, and drafting responses to audit observations, reports, and management letters for submission to oversight and legislative bodies.
  • Providing guidance to local committee secretaries on contracts and local property survey boards regarding substantive matters.
  • Supporting the Chair in preparing and delivering presentations to senior management and client offices on the roles and functions of the HCC and HPSB.
  • Conducting training presentations on behalf of the Chair, if requested, and supervising the work of support staff.
Required Competencies

Professionalism:

Comprehensive knowledge of the legal and policy frameworks governing international procurement of complex and technologically advanced goods and services, as well as the disposal and write-off of UN property, including the UN Financial Regulations and Rules. Demonstrated ability to apply these frameworks in conducting thorough compliance reviews and synthesizing complex information into clear and concise reports.

Exhibits strong analytical and evaluative skills, capable of conducting independent research and analysis. Demonstrates a commitment to achieving results and maintaining high standards of professionalism.

Communication:

Ability to communicate clearly and effectively, both verbally and in writing. Actively listens and engages in two-way communication, tailoring language and style to suit the audience.

Planning and Organizing:

Effectively develops clear goals aligned with strategic objectives, prioritizing activities and adjusting plans as necessary to ensure efficient use of time and resources.

Client Orientation:

Recognizes all service recipients as clients, striving to understand their needs and establish productive partnerships.

Educational Background

An advanced university degree (Master's or equivalent) in public or business administration, procurement, contract administration, audit, finance, management, economics, or a related field is required. A first-level university degree (Bachelor's or equivalent) in the specified fields with two additional years of relevant work experience may be accepted in lieu of the advanced degree.

Work Experience

A minimum of five years of progressively responsible experience in general administration, procurement, auditing, or finance within an international organization is required. Experience with procurement cases in a governmental or international context, such as the United Nations, is essential. Experience in conducting training or presentations, as well as drafting complex reports and meeting minutes, is desirable.

Language Proficiency

Fluency in English is required, with knowledge of another official United Nations language considered an advantage.

Assessment Process

Evaluation of qualified candidates may include an assessment exercise followed by a competency-based interview.
