Organizational Context:

This role is situated within the Office of the Legal Counsel, part of the Office of Legal Affairs. The incumbent will report directly to the Assistant-Secretary-General, who leads the Office of the Legal Counsel.

The primary aim of this program is to deliver a cohesive central legal service for the Secretariat and its principal organs, contribute to the advancement and codification of international public and trade law, and enhance the effective enforcement of the international legal framework governing the seas and oceans. This includes the registration and publication of treaties and fulfilling the depositary responsibilities of the Secretary-General.

Key Responsibilities:

  • Oversee and coordinate the development of legal guidance and opinions on intricate legal issues, including customary and conventional international law, interpretation and application of the United Nations Charter, and other legislative mandates.
  • Provide counsel, represent the Organization in significant negotiations, and address a broad spectrum of multidisciplinary legal matters requiring in-depth analysis of existing laws and policies.
  • Assist in the Organization's accountability measures, formulating innovative solutions to unprecedented legal challenges involving major international law questions.
  • Coordinate the preparation of reports for intergovernmental bodies, including the Advisory Committee on Administrative and Budget Questions and the General Assembly.
  • Offer legal counsel regarding the International Court of Justice, ensuring the Secretary-General's statutory responsibilities are met concerning elections of Court Members and the transmission of legal documents.
  • Report on budget and program performance to intergovernmental bodies, particularly in annual reports.
  • Ensure that legal advice and support from the Office meet high-quality standards, remaining clear, objective, and grounded in thorough legal analysis.
  • Assist the Assistant-Secretary-General in formulating the Division's work program, setting priorities, and allocating resources effectively.
  • Manage administrative tasks essential for the Office's operation, including budget preparation, performance evaluations, and recruitment processes.
  • Lead, mentor, and develop staff, fostering teamwork and communication across the Organization.
  • Organize and supervise meetings or seminars on substantive issues relevant to the Division's work.
  • Represent the Division at international, regional, or national meetings, providing legal expertise on the Organization's activities.

Education:

An advanced university degree (Master's or equivalent) in public international law or the law of international organizations is required. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.

Work Experience:

A minimum of 15 years of progressively responsible experience in public international law is essential, along with experience providing legal services to international organizations or Foreign Affairs Ministries.

Languages:

Fluency in written and spoken English is required, with proficiency in French being desirable. Knowledge of another United Nations language is an advantage.
