The Group of Experts on the DRC, established by the Security Council resolution, comprises six specialists with proven expertise, experience, and skills pertinent to the enforcement of the sanctions framework. The Group's mandate is subject to renewal or termination by the Security Council and operates under the guidance of the Security Council Committee designated by resolution.

The Expert will collaborate with a Group that reports to the Sanctions Committee and the Security Council.

The Expert is under the overall supervision and management of the Security Council Subsidiary Organs Branch, specifically the Secretary of the relevant Security Council Committee, the Chief of the Branch, and the Director of the Security Council Affairs Division.

The Group's activities are coordinated by a Coordinator who is also a member of the expert team.

Work Location

Remote with travel obligations.

Expected Duration

Approximately 10.53 months.

Duties and Responsibilities

Within the scope of delegated authority, the finance and natural resources expert will be accountable for the following responsibilities:

  • Support the oversight of sanctions measures and probe into alleged sanctions breaches as mandated by Security Council resolutions concerning the DRC, within their area of expertise;
  • Engage in investigations of suspected violations of the sanctions framework and contribute to the reporting process through investigative reports, midterm, and final reports to the Security Council, as well as any periodic briefings or reports requested by the Security Council and/or the Committee;
  • Assist in formulating recommendations for enhanced enforcement of the Security Council resolutions related to the DRC, based on the Group's investigations, country visits, and outreach initiatives;
  • Gather information on individuals and entities potentially involved in sanctions violations;
  • Prepare and deliver briefings and presentations regarding the sanctions framework and the Group's initiatives;
  • Monitor media, including social media, for issues and cases pertinent to the Group's mandate;
  • Help identify areas where the capabilities of States can be bolstered to improve the enforcement of the sanctions framework;
  • Contribute to reports that maintain a high standard of evidence and rigorous methodology;
  • Ensure due process for Member States, entities, and individuals to respond to allegations and findings during investigations;
  • Undertake additional responsibilities as mandated by the Security Council and/or directed by the Committee.
Organizational Responsibilities

  • Assist in developing a work program for the Group, including a travel itinerary, at the start of the mandate, which will be regularly updated;
  • Participate in investigative missions and bilateral consultations to collect information from government authorities, private individuals and entities, civil society, regional and sub-regional organizations, and United Nations field presences;
  • Draft and follow up on correspondence related to their areas of responsibility;
  • Compile and evaluate the information obtained, including sharing written notes and briefs with other Group members;
  • Classify, categorize, and archive materials gathered during the Group's investigations;
  • Submit an End of Assignment Report to the UN Secretariat at the conclusion of the mandate.
Administrative Responsibilities

  • Comply with the rules and regulations of the United Nations, as guided by the Secretary of the Committee, the Chief of the Subsidiary Organs Branch, and the Director of the Security Council Affairs Division, among others.
  • Adhere to the applicable policies, guidelines, and procedures on safety and security within the UN's Security Management System.
  • Follow the relevant policies, guidelines, and procedures regarding official travel.
Qualifications/Special Skills

  • An advanced university degree (Master's degree or equivalent) in finance, economics, business, accountancy, political science, international relations, law, journalism, or a related field is required. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
  • A minimum of ten years of progressively responsible experience in the relevant field is required, including at least three years of field experience.
  • Significant field experience in post-conflict or transitional contexts is required.
  • Strong field research or investigative experience in the area of expertise is required.
  • Experience in producing high-quality reports is essential.
  • Proven interpersonal skills in complex, political, and structured working environments are required.
  • A demonstrated understanding of sanctions frameworks in a United Nations, regional organization, or Member State context is highly desirable.
  • Experience working under the rules and regulations of the organization and familiarity with the working culture and methods of the United Nations Secretariat is highly desirable.
