POSITION SUMMARY:
Reporting directly to the Chief Human Resources Officer (CHRO), the Senior Manager of Employee and Labor Relations plays a pivotal role within the leadership team of the HR organization. This position is responsible for overseeing and directing centralized functions related to Employee and Labor Relations at Howard Brown Health. The Senior Manager serves as a subject matter expert in employee and labor relations, fostering positive workplace dynamics and utilizing industry best practices to advance the mission and vision of the HR department and the organization as a whole.
KEY RESPONSIBILITIES:
Operational Excellence in Employee & Labor Relations
- Collaborates with the CHRO to develop strategies that enhance employee and labor relations, promoting a healthy organizational culture.
- Conducts trend analysis and partners with stakeholders to formulate action plans addressing identified concerns.
Works alongside the Legal team, including General Counsel and external counsel, to devise action plans and prepare responses to agency claims, ensuring fair outcomes.
- Supervises the daily operations and performance of the Employee & Labor Relations Center of Expertise and Specialists.
- Maintains awareness of industry trends and best practices to drive continuous improvement in employee and labor relations.
- Reviews and assesses the application of policies and procedures to ensure consistent delivery and administration, crafting new policies as necessary.
- Supports the creation of standard operating procedures (SOPs) for business units and departments, ensuring alignment with organizational policies and collective bargaining agreements.
- Implements and manages a sustainable record-keeping system for all employee and labor relations matters.
- Ensures the drafting and finalization of relevant process flows and maps for ongoing improvements.
Employee Relations Management
In partnership with the Learning & Development Center of Excellence, designs and facilitates training programs aimed at promoting positive employee and labor relations.
Educates Business Partners on best practices for addressing localized employee relations issues, ensuring consistent communication and approach.
Assists Business Partners in proactively resolving employee relations challenges and supports the development and execution of disciplinary actions and performance management processes for both union and non-union staff.
Oversees the investigation and documentation of employee harassment complaints.
Labor Relations Oversight
Administers the collective bargaining agreement and manages the full cycle of union negotiation preparations, including proactive strategies during contract lifecycles.
Grievance Process Management
Continuously seeks ways to enhance the employee-manager relationship within a unionized environment.
Leads the management bargaining committee during labor contract negotiations, taking on a chaired role.
Fosters and maintains positive relationships with union officials at all levels.
Responds promptly to information requests.
Performs other duties as assigned.
EDUCATION AND EXPERIENCE:
A Bachelor's degree in Business Administration, Human Resources Management, or a related field is required. A minimum of seven years of progressive experience in Labor Relations and/or Employee Relations is essential, with a preference for experience in a healthcare setting. Experience on a management bargaining committee or in a chaired role during contract negotiations is highly desirable.
CERTIFICATION/LICENSE:
Professional in Human Resources Certification (PHR, SPHR) is preferred.
KNOWLEDGE, SKILLS, AND ABILITIES:
Comprehensive knowledge of federal, state, and local laws related to labor relations.
Ability to interpret policies and agreements effectively.
Strong research skills and analytical abilities.
Capacity to collaborate effectively while demonstrating self-direction and initiative.
High emotional intelligence and self-awareness.
Excellent communication skills, both written and verbal.
Commitment to equity, inclusion, and diversity principles.
Ability to maintain confidentiality and manage time effectively.
ADA SPECIFICATIONS:
Requires the ability to communicate audibly and listen attentively. Proficiency in using computers and office equipment is necessary. Ability to sit for extended periods and occasionally lift up to 25 pounds may be required.
OTHER JOB SPECIFICATIONS:
This position may involve local travel as necessary.
