Job Summary

The Employee and Labor Relations Manager will be responsible for all aspects of employee and labor relations for the agency. This includes counseling management on performance improvement, employee/management mediation, disciplinary actions, and employee separations.

The incumbent will also administer IAFC's employee recognition program and promote our workplace core capabilities of accountability, customer focus, continuous quality improvement, communication, competent people, and clear priorities.

Essential Duties and Responsibilities
  1. Employee Relations/Client Relations:
  • Counsel employees and managers on various issues, including peer/manager work relationships, communication problems, personal problems, employee morale, and work problems.
  • Oversee employee rewards and recognition programs and educate management on how to utilize them.
  • Participate in the preparation, analysis, and presentation of related reports as needed.
Labor Relations:
  • Assist the Director of Human Resources and legal counsel in administering and interpreting collective bargaining agreements.
  • Conduct incident investigations, evaluate evidence and facts, and work with legal counsel as appropriate.
  • Participate in negotiations and grievance settlement with Collective Bargaining Unit.
Performance Management:
  • Provide training and counsel to employees and management regarding performance management, performance improvement plans, and interpretations of employment law and internal policies and procedures.
  • Identify training and development needs for management staff in this area.
  • Assist in the development of new employee engagement programs, policies, and procedures.
Communications:
  • Assist HR Director with the communications and interpretation of Human Resource policies, procedures, and programs.
  • Participate and assist in facilitating HR trainings and meetings, including full management meetings, management roundtables, and all other HR-related events.
Qualification Requirements

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

Bachelor's degree required, and 7 years of human resources experience in employee relations, human resources management, or HR generalist role. 2+ years of supervisory experience preferred. Previous experience in interpreting and administering collective bargaining agreements. Labor relations experience a plus.

Salary begins at $70,500 (annualized) based on background and experience.
