We are in search of a driven individual eager to take on greater responsibilities in the design, management, and promotion of Water Resource Engineering for diverse clients and project types.

The ideal candidate will possess extensive knowledge across the water resources field, showcasing proven design and management expertise in drainage and stormwater management design, modeling, and permitting, along with the ability to undertake various design tasks within civil engineering.

This role is pivotal in expanding the water resources sector within a multi-disciplinary engineering office, complemented by a robust transportation portfolio and clientele.

Successful candidates will be tasked with overseeing, executing, and managing a range of engineering design and permitting projects related to water resources.

We particularly seek candidates familiar with Virginia's stormwater regulations, experienced in stormwater and drainage design for transportation projects, and capable of assisting local municipalities with MS4 permit compliance and achieving their TMDL objectives.

Key Responsibilities:

  • Develop drainage and stormwater management designs adhering to client specifications and guidelines, utilizing design software and drafting tools.
  • Oversee stormwater management, erosion and sediment control, and NPDES permitting for transportation and development projects.
  • Conduct watershed studies along with hydrologic and hydraulic analyses.
  • Prepare contract documents, including plans, specifications, and cost estimates.
  • Design and inspect both traditional and innovative green stormwater infrastructure and BMPs in urban and rural settings.
  • Coordinate with contractors, external consultants, government agencies, and JMT staff across various locations and technical disciplines.
  • Plan, schedule, and conduct detailed phases of engineering work as part of major projects or moderate scope projects.
  • Analyze survey reports, maps, drawings, blueprints, aerial photography, and other topographical or geological data to inform project planning.

Essential Skills:

  • Proficient in design responsibilities and project engineering.
  • Experience in storm drainage design, wetland impacts, stream restoration for TMDL credits, stormwater management, MS4 permit compliance, and erosion and sediment control projects.
  • Familiarity with Microstation, OpenRoads Designer, Civil 3D, GEOPAK/SUDA, Arc GIS, HEC-RAS, and proficiency in MS Word and Excel.
  • Ability to thrive in a fast-paced, collaborative environment while managing multiple projects.
  • Strong written and verbal communication skills.

Required Qualifications:

  • Virginia Professional Engineer License or eligibility to obtain within six months.
  • Bachelor's degree in civil engineering or a related field from an ABET-accredited program.
  • Over 10 years of experience in general civil design, with at least five years focused on water resources engineering.
  • Experience with Virginia's Runoff Reduction Method and the ability to evaluate projects for required pollutant reduction and appropriate BMP selection.
  • Hydraulic modeling experience using HEC-RAS is preferred.
  • Experience in stormwater management and erosion and sediment control design.
  • Familiarity with local clients at the county and state levels.
  • Knowledge of Federal, State, and local stormwater management and permitting regulations is preferred.
  • DEQ certification in E&S and Stormwater inspection or plan review is a plus.
  • Understanding of local TMDL action plans and MS4 permit compliance.
  • Established contacts with various local, state, and federal agencies are preferred.
  • Familiarity with VDOT and Locally Administered Project (LAP) requirements and protocols.

Working Conditions:

Work is primarily conducted in a general office environment, with occasional fieldwork required under varying weather conditions. The role may involve some lifting (up to 25 lbs) as necessary.
