Role Overview:

  • Accountable for the overall performance of the contract. Holds full authority to make decisions on all contract-related matters concerning daily operations. Availability is required during standard business hours, Monday through Friday, excluding federal holidays.

Key Qualifications:

  • Demonstrated expertise in Program Management methodologies, including planning, resource allocation, task execution, progress monitoring, and risk management.
  • Acts as the primary contact for specific aspects of project development and implementation.
  • Collaborates with all stakeholders impacted by the project, including end users and service teams.
  • Ensures compliance with quality standards and reviews project outputs.
  • Oversees vendor integration and monitors vendor deliverables.
  • Provides recommendations for problem analysis and resolution.

Core Responsibilities:

  • Facilitates the transition of contracts to minimize service interruptions and ensure seamless service delivery.
  • Directs operational planning, execution, and assessment of complex programs/projects that involve multiple related activities.
  • Manages financial, operational, administrative, and human resource aspects of the program, seeking external funding opportunities as needed.
  • Provides leadership and guidance to ensure all contractual obligations are met.
  • Ensures compliance with Service Contract Reporting (SCR) regulations.
  • Supports project initiation meetings to address technical, management, and security considerations.
  • Administers the Program Management Plan (PMP) to regulate staffing, coordination, timelines, and operational procedures.
  • Delivers Monthly Status Reports (MSR) to present contract status and financial information.
  • Participates in quarterly meetings with key stakeholders to discuss contract progress and prioritize activities.
  • Manages service delivery oversight, including personnel management and performance reporting.
  • Coordinates travel requests and ensures compliance with guidelines.
  • Facilitates knowledge transfer and transition processes at the beginning and end of contracts.
  • Supervises personnel performance across all technical support areas.
  • Provides administrative assistance for all Program Management functions, including reporting and meeting coordination.
  • Assists in the preparation of project reports and tracking of activities.
  • Maintains project communication and operational tools.
  • Coordinates video teleconferences related to project tasks.
  • Conducts daily security checks and maintains compliance documentation.
  • Leads surge support initiatives to provide technical guidance in cybersecurity for unforeseen requirements.
  • Ensures quality service delivery in accordance with the Quality Control Plan.
  • Drives continuous improvement processes, including inspection documentation and corrective action procedures.
