Position Summary:

The Manager of Community Engagement Programs is responsible for the effective implementation of the Community Programs for Social Justice (CPSJ) HUD initiatives and supports the successful operation of OJF's CPSJ Housing First Programs. This role fosters a learning environment where program and staff performance are evaluated, collaboration is promoted, and areas for enhancement are identified.

The Manager will recruit, supervise, and mentor a team of up to 12 staff members (including up to 8 direct reports, the HUD Coordinator(s), and their 2-3 staff), which may include Family Advocates, Housing Specialists, and interns. They will ensure that team members have the necessary resources and support to perform their roles effectively.

Key responsibilities include:

  • Overseeing comprehensive staff training during onboarding and ongoing as required.
  • Facilitating HUD team meetings.
  • Ensuring services are delivered in a welcoming, trauma-informed, respectful, and culturally competent manner that guarantees equal access for all.
  • Building relationships with funders, community partners, and other agencies.
  • Collaborating with the Director of Community Programs and finance on the annual budgeting process for HUD programs, managing budgets, spending, and personnel forecasting throughout the fiscal year.
  • Managing partnerships with the Joint Office of Homeless Services (JOHS) and the Continuum of Care (CoC) to oversee funding.
  • Coordinating the Coordinated Access referral process for HUD programs.
  • Working with the Program Compliance Manager (PCM) on grant applications, HUD NOFOs, surveys, and reporting.
  • Attending internal and external meetings related to the functioning of HUD Rapid Rehousing and Permanent Supportive Housing programs.

Essential qualifications include a strong understanding of HUD funding regulations, the ability to supervise and manage a diverse team, and experience in managing large budgets. The successful candidate will demonstrate effective communication skills, the ability to foster a supportive environment, and a commitment to delivering culturally sensitive services to a diverse low-income population.
