Role Overview:

Under the guidance of the Program Director, the Program Logistics Manager is tasked with overseeing all performance-related and operational aspects of the Electrical Pre-Apprenticeship Program.

This pivotal role requires a proactive and adaptable individual capable of managing multiple initiatives and deadlines. Furthermore, this position will support essential operational and program management functions of the training initiative.

Key Responsibilities:

The Program Logistics Manager will collaborate with partners and Urban League staff to deliver curriculum and continuously seek best practices while managing the Electrical Pre-Apprenticeship Program.

They will play a vital role in further developing the program and ensuring that staff have the necessary information to create a budget and funding strategy.

Responsibilities include:

  • Conducting ongoing community outreach to engage Black participants through various activities, including:
    • Direct outreach via program flyers, social media, and visits to local community hubs.
  • Collaborating with internal resources and community outreach to forge new partnerships with other nonprofits serving businesses and low-income residents.
  • Overseeing and managing the administrative functions of the pre-apprenticeship program.
  • Maintaining an accurate database by entering student data.
  • Understanding all contract and grant requirements associated with current funding for the training program.
  • Calculating and reporting performance outcomes to fulfill reporting obligations.
  • Preparing monthly and quarterly reports for the pre-apprenticeship program.
  • Responding to inquiries from the public, prospective students, partners, and employers.
  • Assisting in the coordination and planning of Pre-Apprenticeship meetings and events.
  • Recording and reporting graduation rates, placement statistics, and retention data.
  • Collaborating with Training and Education Specialists and Career Coaches to facilitate student placement and retention in construction careers or apprenticeship programs.
  • Coordinating with Coaches to ensure clients receive the necessary support services to complete the program and transition into apprenticeship opportunities.
  • Maintaining relationships with funding partners through participation in meetings and strategic outreach activities.

Physical Requirements:

Ability to walk, bend, and stand comfortably for community outreach and engagement with pre-apprenticeship cohorts during hands-on construction activities.


Qualifications:

Bachelor's Degree in a relevant field or 3+ years of related experience is required.

Experience working with diverse populations, particularly the Black community, in providing skills development and pre-employment services is essential.

Preferred qualifications include experience in planning and conducting training sessions, workshops, and professional presentations.

Commitment to social justice issues and understanding the dynamics of social change, along with knowledge of the Urban League of Portland's mission and advocacy programs, is crucial.

Demonstrated proficiency in Microsoft Office Suite, particularly Word, Excel, and Outlook, is required.

Strong communication skills, both written and verbal, are essential for effective interaction with various stakeholders.

Understanding of structural racism and Anti-Blackness in relation to employment, training, and education is necessary.

Ability to develop and present pre-employment curriculum and training materials.

Knowledge of the local job market and employer concerns is beneficial.

Flexibility to work varied hours to accommodate participant availability is required.

Participation in staff meetings, training, committees, and volunteer activities to support organizational goals is expected.

Proof of COVID-19 vaccination is required.

Proficiency in using basic office equipment, including telephones, copiers, fax machines, and computers, is necessary.

Ability to sit, stand, walk, drive, and use a computer for extended periods is required.
