The City of Takoma Park, Maryland, is in search of a dedicated professional to support the management of the City's housing initiatives and the execution of rental housing licensing operations. The Housing & Community Development (HCD) Department is composed of five divisions, all aimed at improving the safety, livability, and resilience of Takoma Park and its residents.

The Housing Program Coordinator will collaborate closely with the division, including the Housing Manager and Senior Housing Specialist, to implement housing initiatives designed to assist renters within the City. This role will also involve working with division personnel to ensure adherence to current rental licensing regulations. Membership in the AFSCME union is available for this position.

Key Responsibilities include:

  • Partnering with the Housing Manager to develop and execute housing initiatives that align with the City's Housing and Economic Development strategic framework.
  • Creating housing program documentation such as guidelines, application forms, informational brochures, and contracts/qualification sheets.
  • Overseeing housing initiatives by qualifying applicants, collecting necessary documents, preparing essential paperwork, and serving as the primary contact for the public regarding housing programs.
  • Drafting articles and conducting outreach to educate the public about the City's housing initiatives.
  • Preparing invoices, payment requests, and financial reports related to program expenditures.
  • Conducting evaluations and surveys of programs to recommend improvements and assess their effectiveness. Publishing reports and informational materials and providing testimony to policymakers regarding programs and their impacts.
  • Collaborating with the Housing Specialist to organize and conduct training sessions for landlords and tenants.
  • Maintaining the rental housing licensing and owner-occupied registration databases, issuing rental licenses, preparing citations, and processing applications under the supervision of the Housing Specialist.
  • Updating and maintaining division files and records; revising division forms and documentation.
  • Performing related duties as assigned.

Minimum Qualifications include:

  • Experience in program administration, public communication, and application review.
  • Understanding of customer service principles.
  • Familiarity with modern office practices and procedures.
  • Proficiency in computer applications and job-related software.
  • Knowledge of applicable federal, state, and county laws, City ordinances, and departmental policies and procedures.
  • Ability to solve problems effectively.
  • Skill in prioritizing tasks and planning.
  • Strong interpersonal skills.
  • Proficient in both oral and written communication.

Preferred Qualifications:

  • A Master's degree in a relevant field.
  • Two to three years of experience in a housing-related sector.
  • Proficiency in Spanish or Amharic is advantageous.

The anticipated annual salary for this position ranges from $58,166.76 to $68,000. The City offers a comprehensive benefits package, including participation in the Maryland State Retirement program, a deferred compensation plan with employer matching, employer-paid premiums for employee-only health insurance, tuition reimbursement, and additional benefits.
