Pay Grade: Grade 16

Starting Salary: $73,722.23

Departmental Overview: The Office of Access, Diversity, and Fairness (OADF) is overseen by the Chief Access, Diversity, and Fairness Officer (CADFO). This office is responsible for the Massachusetts Trial Court's policies and practices that ensure access, fairness, diversity, equity, and inclusion. The OADF supervises five departments, including the Office of Language Access and Court Records, which is dedicated to providing essential language services and maintaining court records to facilitate access to justice.

Role Summary: In collaboration with the Office of Language Access and Court Records, this role involves overseeing a team that implements various departmental administrative policies and procedures. The Office Manager will also provide service to the public and individuals interacting with the department, adhering to confidentiality policies.

Supervision Structure: This position receives guidance and functional direction from the Deputy Director and general oversight from the Director of Language Access and Court Records, ensuring adherence to established management practices and guidelines.

Key Responsibilities:

  • Oversee activities across all office units, including management of operations, implementation of procedures, records management, and financial reporting;
  • Coordinate and supervise subordinate staff, conducting performance reviews, motivating team members, and addressing performance issues;
  • Assist in developing and implementing departmental policies and operational procedures, facilitating workflow improvements;
  • Provide guidance to employees during unusual work situations or when new procedures are introduced;
  • Manage personnel administrative tasks, including recruitment, training, and resolving employee issues;
  • Conduct regular meetings with staff to exchange information and enhance office efficiency, preparing agendas and summaries;
  • Create manuals and documentation outlining procedures and standards, as well as preparing reports for departmental review;
  • Monitor the accuracy and timeliness of case processing activities across major work units;
  • Deliver customer service to contractors, field staff, and the public, serving as a point of contact for inquiries;
  • Train staff on automated systems and business software, troubleshooting issues as they arise;
  • Assist in preparing and managing the office budget;
  • Supervise the management and destruction of court records in compliance with established guidelines;
  • Lead or participate in special projects as required;
  • Perform additional duties as necessary.

Minimum Qualifications:

• High school diploma or equivalent, with a minimum of eight years of office experience, including supervisory roles, or a combination of education and experience.
• Proficiency in personal computers and word processing software, such as MS Word.
• Experience with spreadsheet software, such as MS Excel, is preferred.
• Comprehensive understanding of court procedures and legal documentation.
• Familiarity with case processing using MassCourts or similar systems.
• Knowledge of the Trial Court's organizational structure and procedures.
• Ability to perform a full range of case processing duties.
• Knowledge of effective records management techniques.
• Strong supervisory and management skills.
• Capacity to identify and resolve office-related issues.
• Ability to maintain complex records and prepare reports.
• Excellent communication skills, both written and verbal.
• Strong interpersonal skills to build effective working relationships.
• Experience in providing courteous and professional service to the public.
• Proficient writing skills for developing reports and action plans.
