GENERAL OVERVIEW

This role entails advanced and supervisory responsibilities in the development, coordination, and management of juvenile justice funding allocated to Texas juvenile probation departments. The position focuses on the preparation, oversight, and reporting of grants; coordinating the submission and evaluation of necessary budget proposals, disbursements, and expenditure reports; and ensuring compliance with established requirements and standards.

KEY RESPONSIBILITIES

- Review annual budget proposals from juvenile probation departments for adherence to state and federal regulations, as well as internal policies. Provide guidance and consultative support regarding budget application requirements.

- Monitor grant disbursements to confirm compliance with regulations and the availability of funds. Validate payments and reimbursements for all invoices related to probation and community services.

- Analyze and process certification of Local Expenditure Reports and quarterly expenditure reports from juvenile probation departments, making recommendations on fund utilization and informing management of any budget discrepancies.

- Conduct thorough on-site evaluations of juvenile probation department fiscal operations, assessing internal control systems and accounting records for compliance and accuracy.

- Prepare comprehensive audit reports detailing findings and recommendations for procedural changes and resource utilization.

- Assist in the formulation of grant contracts for probation services and maintain accurate records of all grant-related documents.

- Collaborate with various stakeholders to develop and enhance procedures and standards for grant management functions.

- Report any observed disparities related to race, ethnicity, or gender.

- Carry out additional duties as assigned, ensuring compliance with safety policies and procedures.

MINIMUM QUALIFICATIONS

- Bachelor's degree in public administration, business, or a related field, along with four years of relevant experience in grant administration.

- Alternatively, a High School Diploma with eight years of relevant experience may be considered.

- Certification as a Certified Texas Contract Manager (CTCM) is required or must be obtained within six months of hire.

PREFERRED QUALIFICATIONS

- A degree from an accredited institution with coursework in public administration or business.

- Additional certifications such as CPA, CIA, CMA, or CGAP are advantageous.
