Position Title: Senior Grants Financial Analyst

Salary Range: $62,320.00 – $77,900.00 USD

Overview:

This role operates under the guidance of the Grants Manager, responsible for overseeing and coordinating the financial management, monitoring, and compliance of various Community Development Grant Programs allocated to the City of Arlington. The position also involves administering community development and affordable housing initiatives.


Key Responsibilities:

  1. Manage the administration of multiple community development and affordable housing grant programs to ensure optimal fund utilization in addressing community needs while achieving performance objectives.
  2. Oversee financial compliance, reporting, and monitoring activities, including conducting financial desk reviews, onsite project evaluations, and reviewing subgrantee invoices and financial documentation to ensure adherence to grant regulations.
  3. Supervise financial transactions and reporting processes, ensuring proper fund allocation, tracking of monthly expenditure targets, compliance with matching and leveraging requirements, and the development and assessment of program and project budgets.
  4. Analyze and interpret financial statements from various business types, including pro forma statements and operating budgets.
  5. Coordinate project execution with various city departments and external organizations.
  6. Evaluate and implement solutions to address challenges related to projects and programs.
  7. Establish and maintain effective relationships with federal officials, HUD representatives, industry stakeholders, local non-profits, and potential subgrantees.
  8. Assist in the preparation of strategic planning documents, including the Consolidated Plan and Annual Action Plan.

Required Qualifications:

  • Proficient in Microsoft Office and other relevant software applications.
  • Strong understanding of federal regulations governing CDBG, HOME, ESG, and other grant programs.
  • Ability to analyze financial statements, statistical reports, budgets, and research documents to ensure compliance with grant-funded initiatives.
  • Skilled in conducting research utilizing various resources, including the internet and federal regulations.
  • Capable of delivering effective presentations to diverse audiences.
  • Excellent communication skills for interacting with contractors, non-profits, clients, and colleagues.
  • Adept at conveying sensitive information professionally to clients and staff.
  • Proficient in performing basic and intermediate mathematical functions.
  • Strong organizational skills for maintaining records and preparing reports.
  • Ability to receive detailed information through oral communication and discern sounds accurately.
  • Competent in performing various physical tasks, including filing and sorting.
  • Experience operating a range of office equipment, including personal computers and photocopiers.

Educational Background and Experience:

A Bachelor's degree in Accounting, Finance, Business, or a related field, accompanied by four years of accounting management experience, or an equivalent combination of education and relevant experience. Experience with HUD programs or other federal grants, as well as work within a local municipality, is preferred. A Master's degree is also advantageous.
