ManTech is seeking a dedicated Part Time/On-Call (PTOC) Program Manager with a strong background in leading multifaceted IT and Cyber Services initiatives. This role involves managing a significant contract supporting a global defense command.

Your journey will start by collaborating with clients to identify innovative solutions to their operational challenges. You will then oversee the execution of a portfolio of projects while continuously seeking opportunities to enhance ongoing efforts through innovation. Initially, you will report to the Vice President of the Marine Corps National Security Division, gaining insights into our solution development processes and internal methodologies before transitioning into a leadership role focused on program execution.

This position requires flexibility, including travel and potential relocation.

Key Responsibilities:

  • Develop comprehensive solutions across a wide range of Department of Defense missions, emphasizing C6ISRT and IT sectors.
  • Effectively communicate solutions to clients and internally, including drafting white papers, responding to requests for information (RFIs), and leading proposal efforts.
  • Analyze Requests for Proposals (RFPs) to craft unique, compelling solutions that meet solicitation criteria and adhere to federal acquisition standards.
  • Support Capture Managers in articulating transformative solutions tailored to client mission requirements.
  • Conduct operational analyses of mission needs and formulate execution strategies, staffing models, and task organizations.
  • Collaborate with systems engineers to define and create enterprise-level solutions that comply with industry standards.
  • Assess emerging technologies and provide recommendations for their integration into existing frameworks.
  • Engage with clients to understand their technical needs and the current operational landscape.
  • Translate client requirements into actionable solutions and proposals.
  • Deliver technical presentations and validate solutions with client stakeholders.
  • Articulate the value of proposed solutions to client organizations and advocate for technology investments.
  • Establish processes and lead a team to ensure disciplined execution throughout the program lifecycle.
  • Participate in technical Communities of Practice to foster collaboration across the organization.
  • Work alongside other Group and Business Unit Solution Architects to develop and disseminate methodologies and best practices relevant to ManTech's core business areas.

Minimum Qualifications:

  • Master's degree in Operational Planning or a related field, with 4 additional years of experience as a substitute for the degree.
  • A minimum of 2 years' experience in a Chief Operating Officer or Chief of Staff role within a Combatant Command environment.
  • At least 5 years of executive leadership experience in both domestic and international contexts.
  • Operational experience in military planning and budgeting.

Preferred Qualifications:

  • Possession of an active TS/SCI clearance.

Clearance Requirements:

  • Must hold a current/active Secret clearance.

Physical Requirements:

  • Ability to remain stationary for extended periods.
  • Occasional movement within the office environment.
  • Frequent use of office equipment and technology.
  • Regular communication with colleagues, management, and clients, including delivering presentations.
  • Ability to convey accurate information in various situations.
