Under the overarching guidance of the Group Vice President of Operations, the Chief Operations Officer for Child Welfare Services is tasked with overseeing the comprehensive daily functions of the child-placing agency. This includes the execution of all agency programs, policies, procedures, and financial oversight.

The Chief Operations Officer must exhibit meticulous attention to detail, exceptional organizational and customer service capabilities, and the adaptability to thrive in a dynamic work setting.

Key Responsibilities

Operational Management:
Assumes accountability for all foster care-related operational functions throughout the designated region.

Collaborates with the finance team to formulate and assess the program's financial strategy, along with enhancements to the financial framework.

Ensures that all performance metrics are achieved at each location on a monthly basis.
Delivers a comprehensive operations report to the Executive Vice President each month.
Guarantees adherence to the established financial model, leading to the attainment of contribution goals.

Team Leadership:
Provides oversight to all Program Directors, including recruitment, training, and the execution of performance evaluation systems.
Implements effective hiring practices that yield sound staffing decisions.

Ensures that processes are in place for proper orientation and annual training of all staff, enabling professionals to achieve clinical proficiency necessary for implementing treatment planning objectives.

Leads weekly management meetings with Program Directors.
Participates in at least one staff and treatment team meeting for each foster care office monthly.
Facilitates bi-weekly supervision meetings with Program Directors, ensuring at least one face-to-face meeting each month.

Program Oversight and Development:
Develops and ensures the execution of the agency-approved foster care services program philosophy.
Represents the agency by collaborating with various members of the administrative team to ensure that:
License renewal applications and inspections are completed, and any deficiencies are addressed through an approved corrective plan.
Audits of critical clinical documents are conducted to maintain clinical integrity and consistency across the region.
Outcome measures are identified, and data is collected in the most efficient manner.
Documentation and policies comply with the standards set by the relevant regulatory bodies;

Conducts mock licensing surveys throughout the year to ensure ongoing evaluation of statewide performance concerning licensing guidelines and audits.

Ensures compliance for all foster care-related programming and guarantees that all necessary documentation is accurately and promptly completed by assigned case workers for all children and foster parents as mandated by regulatory standards;

Maintains an in-depth understanding of all relevant regulations and participates in training sessions hosted by regulatory bodies specific to licensed child-placing agencies.

Researches industry-endorsed best practices for foster care service delivery and recommends modifications to the agency's program as necessary.

Establishes a collaborative relationship with the assigned Licensing Specialist to ensure that guidance and technical support are received as needed to maintain compliance with established state regulations.

Addresses serious incident reports as outlined by agency policies and communicates with the Licensing Representative as required by regulatory standards.


Marketing and Development:
Collaborates with the Marketing Department to create high-quality materials for foster parent recruitment and referral services. Ensures that all marketing initiatives align with the agency's philosophy and operational practices.
Plans and participates in statewide marketing events to enhance visibility for the foster care program.
Conducts professional marketing visits to referral sources as needed.
Engages in service recovery visits throughout the region when service failures occur.
Identifies opportunities to increase revenue for the foster care services program.
Assists with annual contract negotiations, rate adjustments, etc.
Participates in relevant industry associations.
Oversees the pre-service and ongoing development plan for foster parent certification and recertification.
Identifies new referral sources and collaborates with the Marketing Department to develop relationship-building strategies.

Establishes working relationships with local entities purchasing foster care services from the agency.
