Position Overview: Under the general supervision of the Group Vice President of Operations, the Chief Operations Officer is accountable for the comprehensive daily management of the child-placing agency, including the execution of all agency programs, policies, procedures, and financial oversight.

Key Responsibilities:

Operational Management:

Oversees all foster care operational functions throughout the state. Collaborates with the finance team to create and assess the fiscal strategy for programs, ensuring adherence to the financial framework.

Guarantees that all performance metrics are achieved at each location monthly and provides a detailed operational report to the Executive Vice President.

Team Leadership:

Supervises all Program Directors, including recruitment, training, and performance evaluations. Implements effective hiring practices to ensure the selection of qualified personnel.

Establishes protocols for staff orientation and annual training to ensure professionals possess the necessary clinical expertise to achieve treatment objectives.

Leads weekly management meetings with Program Directors and participates in monthly staff and treatment team meetings across all foster care offices.

Program Development:

Formulates and ensures the execution of the agency's approved foster care service philosophy. Collaborates with various administrative services to facilitate license renewals and address any identified deficiencies.

Conducts audits of key clinical documents to maintain clinical integrity and consistency statewide. Identifies outcome measures and captures data efficiently.

Ensures compliance with all foster care programming requirements and that documentation is completed accurately and promptly by assigned case workers.

Maintains a thorough understanding of all relevant regulations and participates in training sessions related to licensed child-placing agencies.

Marketing and Outreach:

Partners with the Marketing Department to create effective materials for foster parent recruitment and referral services, ensuring alignment with the agency's philosophy.

Engages in statewide marketing initiatives to enhance visibility for the program and conducts professional visits to referral sources as necessary.

Identifies opportunities to increase revenue for foster care services and assists in contract negotiations and rate adjustments.

Participates in industry-specific associations to stay informed and connected.

Oversees the training and development plan for foster parent certification and recertification, fostering relationships with local Comprehensive Services Offices.
