Position Overview

This role is situated within a State or Area Office under USDA/Rural Development (RD). It serves as a developmental opportunity aimed at equipping the incumbent with the necessary skills and experience for progression to advanced Loan Specialist roles.

Please note: This position requires in-office attendance at designated locations.

Key Responsibilities
  • Facilitates loans and grants provided or guaranteed by the government for families with very-low, low, and moderate incomes.
  • Examines loan applications for thoroughness; analyzes and enters data into relevant automated systems.
  • Evaluates financial and credit documentation to make informed eligibility, feasibility, and credit-worthiness assessments on program applications.
  • Reviews files for completeness and adherence to all established regulations and practices prior to loan closing, and prepares preliminary loan closing documents at the time of closing.

Qualifications

Applicants must fulfill all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as outlined below.

For the GS-7 level: Candidates must possess 1 year of specialized experience equivalent to at least GS-05, demonstrating foundational knowledge of loan examination and/or servicing principles, procedures, and techniques as they relate to the assessment, analysis, and evaluation of financial factors and credit risks in mortgage loan processes. Experience may include providing general information about loan programs, eligibility criteria, financial and credit standards; reviewing loan applications for eligibility and financial soundness; and analyzing information provided by loan applicants to make recommendations to higher-level loan specialists regarding loan eligibility. OR Completion of one full year of graduate-level education OR a Bachelor's degree with Superior Academic Achievement (SAA). Equivalent combinations of education and experience are also qualifying for this grade level.

Superior Academic Achievement is determined by:
  • Class standing - Applicants must be in the upper third of their graduating class.
  • Grade-point average - Applicants must have a GPA of 3.0 or higher out of 4.0, or 3.5 or higher in their major field.
  • Membership in a national honor society.

Evaluation Process

Applicants will be assessed based on how well they meet the qualifications outlined above. Applications will be evaluated according to OPM's Delegated Examining Procedures and USDA policy using category rating. Those who meet the minimum qualifications will be categorized as Best Qualified, Well Qualified, or Qualified. Within these categories, applicants eligible for veteran's preference will receive selection priority.
