Minimum Qualifications MINIMUM QUALIFICATIONS:


A baccalaureate degree with twenty-four hours in accounting plus four years of professional level experience in accounting or financial auditing.


SUBSTITUTIONS:


A certified public accountant (CPA) certificate will substitute for the baccalaureate degree with twenty-four semester hours in accounting plus one year of the experience.

A master's degree in accounting, business administration, finance, management, economics, quantitative methods, or public administration will substitute for one year of the required experience.


SUBSTITUTIONS FOR DEGREE ONLY:


Six years of full-time work experience in any field may be substituted for the required baccalaureate degree (not the 24 hours in accounting).

Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree (not the 24 hours in accounting) as follows:
A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.
30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.
60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.
90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.
120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.

College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree.

Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.

Examples of Work Accountant Manager 1
This position is responsible for the organization and direction of financial and budgetary reporting. It is also responsible for the administrative projects such as policy writing, and claims administration.

The position will also work on special projects for all the subsidiary operations, ensuring financial integrity and compliance with existing and proposed accounting standards.

The most important functions of the position are to assure the integrity of financial reporting and understanding existing and proposed Governmental Accounting Standard Board (GASB) pronouncements.

This position is responsible for the supervision of 2 Accountants.

Duties and Responsibilities:


25% Supervise two accountants for the management of the organization's fixed assets and inventory systems.

This includes complete supervision of a physical inventory of all items, directing the preparation of financial reports related to asset costs, expenditures, and depreciation.

In addition, supervises and directs the accounting for inventory issues and receipts and a perpetual stock inventory. This includes conducting an annual physical inventory and reconciling all financial reports to the general ledger.

15% Manage the accumulation of data for the preparation of a construction in progress report by work order classification that includes capital projects totaling in excess of $50 million annually.

Has co-signatory of up to $20,000 on the operating account.

To assure propriety of expenditures, reviews payments to see that disbursements have adequate supporting documentation and that proper levels of authorization are evident according to policies and procedures.

Responsible for management of multiple domestic bank accounts, serving various needs of the organization, i.e., operating, payroll, and checking.
15% Assist in the preparation of monthly financial statements in conformity with generally accepted accounting principles.

To assure the reliability of monthly statements, analysis of revenues recognized is essential to provide accurate revenue accruals on a monthly basis.

Review and authorize the preparation of journal entries with supporting documentation, maintenance and reconciliation of subsidiary ledgers, and the preparation or directing the preparation of all financial reports related to expenditures and revenues.

10% Assist in the preparation of the fiscal year budget.

This includes revenue forecasting and cost analysis for budget development resulting in the preparation of complex financial reports in these areas.

Directs the preparation of quarterly financial reports of department expenditures, monitoring all revenue and expenditures against budget and informs division directors of expenditure levels versus budget advising of problem areas.

10% Responsible for the formulation, analysis, and continual updating of accounting policies, internal controls, procedures, and processes to increase efficiency.

The finance department is responsible for various financial reports directly to upper management, to the Board, and required reporting to the State Legislative Auditor.

The reports include vendor reports on expenditures, overtime analysis, lease tonnage and revenue reporting, capital work order reporting, and financial statement reporting.

10% Responsible for coordination of the annual audit of financial statements by the external auditors.

This involves assuring that schedules and other information from Budget and Finance, Accounting, Legal, and a number of operating departments are available on a timely basis.

The accounting manager is responsible for resolving any problems with communications or lack of cooperation so that the audit process can flow smoothly to conclusion.

Further, in areas of responsibility for the finance department, required assistance includes preparation of audit schedules and analysis, answering inquiries that may require extensive research of accounting records and transactions as required by the public accounting firm.

Assist in the production of the Annual Financial Report, a detailed financial and operational report.
10% Supervise and train personnel on new assignments in the general ledger section. This includes planning and initiating the cross-training of individuals to develop a versatile staff.

The individuals must be capable of meeting deadlines for special management projects and to perform other position's duties in case of an extended absence from work.

Responsible for reviewing, recommending, and overseeing software upgrades, changes, or module adaptations of the general ledger system, budget system, work order system.

All is accomplished in close consultation with Information Technology and Telecommunications Division. Further, responsible for developing, reviewing, and updating spreadsheet applications for all applicable processes in the budget and finance area. Represents the Budget and Finance Department on organization-wide project teams considering operational or financial efficiencies or problems. Assign general responsibilities and special projects to subordinates. Other duties as may be requested by the Accountant Administrator.
